Road Asset Management Project II Additional Financing (RAMP-IIAF)

Invitation for Bids (IFB)

IFB No: KH-MPWT-1-CW-RFB-AF / Maintenance and Strengthening of NR4 (PK19+700 to PK60+000)

in KANDAL and KAMPONG SPEU provinces under Output- and Performance-Based Road Contracting (OPBRC)

  1.     The Royal Government of Cambodia, Ministry of Public Works and Transport has received a financing from the World Bank towards the cost of the Road Asset Management Project II Additional Financing (RAMP-IIAF) and it intends to apply the proceeds to payments under Contract for Maintenance and Strengthening of National Road 4 (NR4) under Output- and Performance-Based Road Contract (OPBRC).
  2.     The Ministry of Public Works and Transport intends to apply Output- and Performance-Based Road Contracts (OPBRC) as a method for achieving sustainable and cost-effective road asset management while at the same time meeting the needs of road users. The invitation is expected to cover a road NR4 size of about 37.7km excluding 2,600m of Bridge Constructions comprising paved roads in a single package. Implementation period of the contract is 84 months.
  3.     Procurement of works will be conducted through the procedures of International Competitive Bidding as specified in the World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and is open to all eligible bidders as defined in the Guidelines.

  5.     Interested eligible bidders who wish to receive any additional information should contact to H.E. Mr. PHENG Sovicheano, RAMP-IIAF Project Director/Secretary of State of Ministry of Public Works and Transport, Cambodia.
  6.     Bidders shall meet the following minimum qualifying criteria to qualify for award of the contract as mentioned in Section III of the bidding documents.

  8.     Sealed Bids must be delivered to the address given below at or before 15:00 on 26 June 2020; late bids will be rejected. Due to the Covid-19 pandemic, bids will be opened at 15:00 on the same day at the address given below, in the presence of the first-requested Ten [10] Bidders’ designated representatives. The bid opening can be watched live by submitted bidders by requesting to H.E.   9.     All bids shall be accompanied by a bid securing declaration as described in the Instructions to Bidders Clause 19.1.
  10.   The Royal Government of Cambodia and/or World Bank will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract  financed by the Royal Government of Cambodia and/or World Bank respectively, if it at any time determines that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
