The Government of the Republic of Ghana (GOG) has received financing from the World Bank toward the cost of the Tourism Development Project (TDP), and intends to apply part of the proceeds toward the payments under the contract, for the Consultancy Service for a Master Plan Development for the Southern Tourism Enclave.  

The consulting services includes the identification and review of all potential sites within the Southern Enclave which is made up of the Greater Accra, Eastern, Volta, Oti, Central, Western and Western North Regions of Ghana, The consultant will review and evaluate  existing studies, designs, infrastructural services and facilities within the tourism enclave, establishm a working platform/relationship between all relevant stakeholders (public and Private), who’s activities and contributions must converge to attain a successful plan/project and facilitate the interaction of such stakeholders on the established platform, produce a report detailing viable linkages of tourist sites within the enclave, detailing the ownership structures in place and ranking the selected sites on the basis of agreed objective criteria based on which a master plan will be produced and costed.

The duration of the assignment will be for a period of six (6) Months

The Ministry of Tourism, Arts and Culture now invites eligible firms who have the required experience to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and August 2018, the procurement regulations, setting forth the World Bank’s policy on conflict of interest.  Given the above policy, Consultants already engaged by the TDP during the period of this assignment will be considered as conflict of interest, and therefore not qualified for this assignment.

A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
