The Republic of Belarus has applied for financing in the amount of Euro € 90 000 000 equivalent from the World Bank toward the cost of the Belarus Emergency COVID-19 Response Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

 

The project will include the following components:

 

Component 1:           Emergency COVID-19 Measures and Rapid Emergency Response

 

            Providing immediate support to prevent COVID-19 from arriving or limiting local transmission through containment strategies, including the following:

 

            Strengthening the health system through, among others, assisting the health care system for preparedness and response to provide optimal medical care and minimize risks for patients and health personnel by, inter alia:

 

  1. equipping, expanding and/or rehabilitating intensive care units (ICU) in selected health facilities with medical supplies, medicines and equipment to treat COVID-19 patients as well as training and selected operating costs;
  2. supporting the acquisition and distribution of modern, well equipped and functional ambulances and essential equipment needed for those vehicles to support timely access to ICUs by COVID-19 patients and referrals between facilities, if needed;
  3. providing public medical laboratories’ and health facilities’ staff with appropriate medical protective equipment, diagnosing reagents including kits needed, and training, to detect, prevent and treat COVID-19 patients, as well as training for longer term capacity building for pandemic preparedness; and
  4. supporting communication preparedness and activities through, inter alia, developing messages and materials to increase knowledge and understanding of the general public and relevant stakeholders on the risks and potential impact linked to COVID-19.

Subcomponent 1.1: “Strengthening the capacity of intensive care units”.

Within this subcomponent, the following activities will be funded: (i) the supply of medical devices, medical equipment, and medical consumable materials to intensive care and reanimation units for adequate provision of emergency and intensive care; (ii) the supply of medicinal products for sedation and muscle relaxation, medicinal products for coronavirus treatment; (iii) the supply of personal protective equipment for medical workers in order to minimize the risks for disease-spreading for patients and medical professionals alike; (iv) medical professionals’ training for clinical management of moderate and severe COVID-19 cases, including in intensive care units, as well (v) as longer-term capacity-building within the sphere of intensive care and reanimation.

Subcomponent 1.2. “Improving the effectiveness of emergency medical care at the prehospital stage”.

Within this subcomponent, the following activities will be funded: (i) the procurement of reanimation ambulance cars; and (ii) the reequipment of reanimation ambulance cars with transportable ventilators, module monitor defibrillators, automated cardiopulmonary resuscitation devices.

Subcomponent 1.3 “Support for laboratory diagnostic services”.

Within this subcomponent, the following activities will be funded: (i) the procurement of medical devices for COVID-19 detection; (ii) the procurement of COVID-19 test kits; (iii) the procurement of laboratory reagents and other consumable materials.

Subcomponent 1.4. “Supporting communication strategy and response plan”.

Within this subcomponent, the following activities will be funded: (i) the creation of media and messages to raise public awareness about the COVID-19 risks; (ii) medical professionals’ training regarding COVID-19 diagnostics and treatment, home visits and patient monitoring, in coordination with WHO.

 

Component 2:           Project Implementation and Monitoring

 

Supporting the implementation and management of the Project including: (i) support for procurement, financial management, environmental and social risk management, monitoring and evaluation, and reporting; (ii) recruitment and training of PMU and technical consultants; and (iii) operating costs.

 

Within this subcomponent, the following activities will be funded: (i) the services of specialists, temporarily engaged in the implementation of the Project in order to ensure the Project implementation coordination, procurement, financial management, administration, monitoring and evaluation of the implementation of the Project activities, including other issues, as necessary; (ii) financial audit costs; (iii) Project implementation support, including the purchase of office equipment, the revision of the accounting system.

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (dated July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on the website of Republican Scientific and Practical Center for Medical Technologies, Informatization, Administration and Management of Health (Implementing Agency) www.belcmt.by and in local newspaper.
