1.       The Republic of Mozambique and the Republic of Malawi have received financing from the World Bank administered Norwegian Trust Fund, the World Bank, the European Union, and German Financial Cooperation through KfW toward the cost of the Mozambique - Malawi Regional Interconnector project, and intends to apply part of the proceeds toward payments under the Contracts for:

  • Design, Supply, Installation, Commissioning & Handing Over of a new 400 kV Overhead Transmission Line including OPGW from Matambo 400 kV Substation in Tete, Mozambique, to Phombeya 400 kV Substation in Balaka, Malawi including the extension of Phombeya 400 kV Substation.

 

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method for the World Bank financed portion, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. For the KfW financed portion the payment method shall be Simplified Direct Disbursement Procedure.

 

2.       The Electricidade de Moçambique E.P. (EDM) and Electricity Supply Corporation of Malawi (ESCOM) now invite sealed Bids from eligible Bidders for

  • Design, Supply, Installation, Commissioning & Handing Over of a new 400 kV Overhead Transmission Line including OPGW from Matambo 400 kV Substation in Tete, Mozambique, to Phombeya 400 kV Substation in Balaka, Malawi including the extension of Phombeya 400 kV Substation.

 

3.       Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Recipients" ("World Bank Procurement Regulations for IPF Recipients", dated July 2016, revised November 2017 and August 2018.), and is open to all eligible Bidders as defined in the Procurement Regulations.

and inspect the bidding document during office hours, between 09:00 am and 3:00 pm.

Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the EDM website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.

 

6.       Bids must be delivered to the address below on or before 10:00 a.m. 22nd September 2020. Electronic bidding will not be permitted except e-mail submission as detailed in ITB BDS 23.1. In view of COVID 19, there are additional bid submission options as detailed in ITB BDS 23.1. Late Bids will be rejected.

 

7.       Bids will be publicly opened in the online presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 10:00 a.m. on 22nd September 2020.

 

In view of COVID 19, the public opening will also be live telecast in a social media platform such as Facebook and also video recording will be posted in the above website.

 

8.        Bid Securing Declaration shall be required.

 

9.        Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
