Assignment Title: Consultancy Services for the Update of the Eastern Africa Power Pool (EAPP) Regional Power System Master Plan

The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania-Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include provision of Consultancy Services for the Update of the Eastern Africa Power Pool (EAPP) Regional Power System Master Plan.
Objective of the Assignment
- The objective of the assignment is to update the Regional Power System Master Plan (RPSMP) for the EAPP region (including prospective members) for the period 2021 – 2040. The master plan shall identify the priority power generation projects and associated transmission infrastructure investments that can provide reliable electricity supply to the region in an efficient and environmentally and socially sustainable manner and support integration and power trade in the EAPP region. The Consultant will prepare a short-term (10 year) plan up to 2030 and a long-term (20 year) plan up to 2040.
- In addition, capacity building of EAPP General Secretariat and Planning Committee, by the Consultant is an important aspect of the assignment to enable regular in-house planning and updating of the Regional Power System Master Plan.
Scope of Work
The following activities describe the broad scope of the assignment:
Phase 1: Inception. The inception phase will include the review of previous studies and initial data collection, preparation of detailed methodology, and an inception stage stakeholder workshop.
Phase 2: Demand Forecast and Assessment of Potential Generation Resources. This phase will include preparation of national and regional demand forecasts, assessment of generation resources in the EAPP region, and a high-level environmental and social (E&S) assessment and screening of projects.
Phase 3: Independent Country Generation and Transmission Plans and Benchmark Scenario. This phase will include the development of country-specific generation and transmission plans to meet forecasted demand and any other national policy and regulatory requirements. Based on this, a benchmark scenario for EAPP will be developed portraying a situation with no coordination in investments.
Phase 4: Regional Generation and Transmission Expansion Plan. In this phase, the Consultant will develop regionally optimized generation and transmission plans under different scenarios of regional integration. The scenarios will be defined and agreed to during the study. The analysis of the scenarios will include risk and sensitivity analysis (to project delays, technology cost variations, demand variations, etc.), and cost-benefit analysis compared to the benchmark scenario. The analysis will highlight projects that are robust to all scenarios and variations.
The expected commencement date for the assignment is November 2020. The total input of the assignment is sixteen (16) months. The detailed Terms of Reference (TOR) for the assignment can be found at http://eappool.org/tenders-and-rfps/.
The Eastern Africa Power Pool now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Core Business (Areas of Expertise);
2. Years in Business;
3. Experience similar Assignments For each project performed, the consultant shall provide the name and contact address of the client (office and e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount, and financing sources.; and
4. Technical and Managerial Capability.
Key Experts will not be evaluated at the short-listing stage.
The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
