The Government of the Republic of Sierra Leone has received financing from the World Bank toward the cost of the Energy Sector Utility Reform Project Additional Financing (ESURP AF), and intends to apply part of the proceeds for consulting services.
The proposed project provides new and improved electricity services to nine major towns and surrounding communities by capitalizing on the transmission lines under construction and the availability of electricity through import over the CLSG interconnection.
More specifically, the project will include:
- single circuit 33 kV distribution line of about 35 km, including a 15 MVA 33/11 kV transformer, connecting the distribution network in Kabala with the 225/33 kV Fadugu substation of the CLSG line
- a single circuit 66 kV sub-transmission line of about 100 km, including a 66/33/11 kV transformer of 20 MVA, connecting the distribution network in Kailahun with the 225/66 kV Kenema substation of the CLSG line
- a shield wire of about 25 km connecting the distribution network in Pujehun with the shield wire along the CLSG line to supply the communities and villages along the CLSG corridor
- a single circuit 33 kV distribution line of about 55 km, including a 15 MVA 33/11 kV transformer, connecting the distribution network in Kambia with the 225/33 kV Port Loko substation of the double circuit 225 kV Fadugu-Freetown line
The consulting services (“the Services”) under this project are including but not limited to the following:
- Investigation, studies and Scoping Report outlining the overall concept and the design criteria used.
- Final Design Report including layout plans of the WORKS including a confidential closed envelope tender cost estimates in the form of detailed priced schedules.
- Preparation of Bid Documents
- Assistance in Bids Evaluation and preparation of Bid Evaluation Report
- Preparation of CONTRACT Documents for the WORKS
- Site Supervision during Construction period (construction, installation, testing, commissioning)
- Management of CONTRACTOR and Review of CONTRACTOR Submittals
- Consultancy services during Warrantee Period
The expected start date shall be February 2021.

The Electricity Distribution and Supply Authority (EDSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The firm’s overall experience (at least 10 years) in the provision of engineering design and construction supervision for power transmission and distribution projects;
- The Firm’s general experience and overall competence, including relevance of firm’s area of core business to the assignment envisaged;
- Firm’s good reputation, strong institutional capacity and capability in terms of technical, managerial, expertise, quality management system, number of technical staff;
- The firm’s extent of specific experience in assignments of similar nature and complexity (design, procurement and construction supervision of 66 kV or above sub-transmission lines).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
