Mozambique  - COVID-19 Strategic Preparedness and Response Project

GENERAL PROCUREMENT NOTICE

The Government of Mozambique has received financing in the amount of US$ 115 Million equivalent from the World Bank through Mozambique  - COVID-19 Strategic Preparedness and Response Project, and it intends to apply part of the proceeds to payments for acquisition, management and distribution of Project COVID-19 vaccines, and to strengthening pandemic preparedness, response, and health systems’ capacity. This will include goods, works, non-consulting services and consulting services to be procured under this project.

 

The project will include 4 Parts and is expected to finance the following expenditures:

 

Part 1:   Vaccines, Medical Supplies and Cold Chain Equipment- Provision of support for Project COVID-19 Vaccine acquisition, planning and distribution

  1. Acquisition of Vaccines against COVID – 19
  2. Acquisition of material necessary for the delivery and distribution of vaccines including diluents, syringes and clinical material
  3. Acquisition of environmentally friendly refrigeration equipment including LED lamps and refrigerators
  4. Maintenance of existing refrigeration equipment, containers, vehicles and other logistic infrastructure, as well as the rehabilitation and maintenance of facilities to make them resilient to climatic shocks
  5. Provision of equipment for infection prevention and waste management (including environmentally friendly waste management and disposables and maintenance);
  6. Transport and storage of vaccines against COVID - 19
  7. Other required material related to the Project's COVID - 19 Vaccines, including diagnostic tests (e.g. polymerase chain reaction tests and rapid diagnostic tests);
  8. Vaccine Management and Distribution Services
  9. Services and equipment to strengthen the preparedness, response and capacity of health systems for a pandemic
  10. Supply of Personal Protective Equipment.

 

Part 2:   Vaccine Administration, Follow-up and Community EngagementSupporting implementation of prevention, detection and response activities in the National COVID-19 Preparedness and Response Plan, the National Deployment and Vaccination Plan, and the National Plan for Vaccination Against COVID-19, and the continuity of essential health services; and provision of support for building community trust and vaccine confidence

  1. Acquisition of goods and services, including technical assistance and training
  2. Acquisition of information technology, equipment, or other materials for vaccine monitoring, administration, communications and outreach activities, and the conducting of studies 

 

Part 3:   Continuity of Essential Services- Strengthening the resilience and performance of the Recipient’s health system, specifically to address the disruptions of the COVID-19 pandemic in routine essential maternal, child and adolescent health services at the primary health care level, in addition to services for communicable diseases.

  1. Provision of training and inputs to expand the new role of APEs in rolling out the COVID-19 vaccine campaign to rural areas, while promoting demand and access to essential health services and information
  2. Provision technical support, equipment, and commodities for coordination between the Expanded Program on Immunization and the Central Medical Store (CMAM), with a focus on streamlining delivery and institutionalizing last mile outsourcing of essential drug and vaccine distribution
  3. Provision of technical assistance and communications activities to promote behavioral change for uptake of Project COVID-19 Vaccinees and for continuation of essential health services

 

Part 4:   Project Implementation and Monitoring

  1. Recruitment of additional staff and consulting services for procurement, financial management, environmental and social risk, impact management, monitoring and evaluation, and reporting activities.
  2. Training and equipment for the Project Implementation Unit

 

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers November, 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on Jornal Noticias.
