1. Through the Government of India, the Government of Tamil Nadu received financing from the World Bank towards the cost of the Dam Rehabilitation and Improvement Project Phase – II and intends to apply part of the proceeds towards eligible payments under the contracts for construction of works as detailed below.
2. Bidding will be conducted through national open competitive bidding using a Request for Bids(RFB) as specified in the World Bank‘s ― Procurement Regulations for IPF Borrowers, July 2016, Revised August2018, November 2020 (Procurement Regulations), and is open to all Bidders as defined in the Procurement Regulations.
3. Bidders from India should, however, be registered with the Government of Tamilnadu or other State Governments / Government of India, or State / Central Government Under takings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders
4. On behalf of Governor of Tamil Nadu, The Superintending Engineer, Water Resources Department, Parambikulam Aliyar Basin Circle, Pollachi- 3, Coimbatore District, Tamil Nadu now invites Bids from eligible Bidders for the Rehabilitation of work detailed below in the table. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.
5. The Bidding documents are available online on https://tntenders.gov.in from 02.09.2021 to 05.10.2021 upto 17.45 Hrs. for the work mentioned in the table. Interested bidders may obtain further information at the above same address. Bidding document shall be downloaded from the website https://tntenders.gov.in at free of cost. Bidders will be required to register on the website. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
6. For Submission of Bid the Bidders are required to obtain Digital Signature Certificate(DSC) from one of the certifying authorities authorized by Government of India and then register with the Government of Tamil Nadu e - Procurement Platforms and submit Bids by using their user ID and Digital Signature. Aspiring bidders who have not obtained user ID and Password for participating in e-procurement in this project, may obtain the same from the website https://tntenders.gov.in. Bids submitted in any other manner will not be accepted.
7. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on https://tntenders.gov.in on or before 11.00 hours on 06.10.2021 and the “Technical Part” of the bids will be opened on online on the same day from11.30 hours onwards. The “Financial Part” shall remain unopened in the e- Procurement system until second public Bid opening for the financial part. Any Bid or Modification to Bid (Including Discount) received outside e- procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system will not allow any late submission of bids.
8. All Bids must be accompanied by a Bid Security of the amount specified for the works in the table below, drawn in favour of The Executive Engineer, WRD., Sholayar Basin Division, Valparai - 642127, Coimbatore District, Tamil Nadu payable at Valparai (in case of Demand Draft). Bid security will have to be in any one of the forms as specified in the bidding document (as per ITB 19 of bidding document) and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in Para10.
9. Bids along with necessary enclosures must be uploaded to the website https://tntenders.gov.in as per bid document and Bids will be opened at the specified venue on the stipulated date and time, in the presence of the bidders or their authorized representatives who wish to attend. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.
10. The bidders are required to submit (a) original bid security (b) Power of attorney authorizing the signatory of the Bid and (c) original affidavit regarding correctness of information furnished with bid document to The Superintending Engineer, WRD., Parambikulam Aliyar Basin Circle, Pollachi -3, Coimbatore District, Tamil Nadu before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.
11. A pre – bid meeting will be held on 22.09.2021 at 11.00 hours at the office of the Superintending Engineer, WRD., Parambikulam Aliyar Basin Circle, Pollachi - 3, Coimbatore District, Tamil Nadu, to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders of the bidding document. Bidders are advised to download the bidding document prior to the pre – bid meeting in order to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.
12. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidder’s responsibility to verify the website for the latest information related to this bid.
