Contract Title: Channel Stabilization Works for Development of Navigation Channel with Eco- Friendly Techniques In Ganga River (NW-1) AT 07 DIFFERENT LOCATIONS

  1. The Government of India has received a loan from the World Bank towards the cost of the Capacity Augmentation of National Waterway – 1 Project and intends to apply a part of the funds to cover eligible payments under the contract1 for construction of works as detailed below.
  2. Procurement of ADMEASUREMENT CONTRACTS for Channel Stabilization Works for Development of Navigation Channel with Eco – Friendly Techniques in Ganga River (NW-1) at 07 Different Locations.
  3. Bidding will be conducted through National Competitive Bidding procedures agreed with the World Bank. Bidding is open to all eligible bidders as defined in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011_Revised July 2014.
  4. Interested eligible bidders may obtain further information from Inland Waterways Authority of India, Ministry of Ports, Shipping and Waterways, Government of India; Vice Chairman & Project Director, JMVP, e-mail vc.iwai@nic.in Bidder may Check other Qualifications Criteria in Section-III Qualification requirements  are  provided  in the bidding document. Additional details are provided in the Bidding Documents.
  1. The tenderer shall be required to submit the Bid Securing Declaration instead of Bid Security/EMD for both the schedules separately as per the format attached in this document.
  2. Average annual financial turnover during last five years ending 31st March of the previous financial year, should be i.e. INR 3.25 and 5.20 Crores for Schedule A & B respectively.
  3. Similar Work, Experience of having successfully completed similar works i.e. Similar Works related to Flood Control measures making structures made of bamboos/ ballis in river, River conservancy works by bandalling/ surface panel, River Training Works, Channel stabilization works in rivers using bamboos/ ballis and any other riverine works in rivers Ganga (NW-1) and/or Brahmaputra (NW-2) during last 7 years ending last day of month previous to the one in which this tender is invited should be either of following :-

Schedule - A

Three similar works each costing not less than INR …1.30 crores                                                                                                      

or Two similar works each costing not less than INR 1.62 crores    or

One similar work costing not less than INR 2.60 crores.

Cash Flow for minimum of (75) days of operation INR 3.25 Crores

Schedule - B

Three similar works each costing not less than INR …2.08 Crores                                                                                                       

or Two similar works each costing not less than INR 2.60 Crores    or

One similar work costing not less than INR 4.16 Crores.

Cash Flow for minimum of (75) days of operation INR 5.20 Crores

Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid and renumber paras 5–12.

The above stipulations of Earnest Money Deposit and qualifying requirements as at 1, 2 & 3 are for Schedule A & B respectively and the bidders are at liberty to bid for more than one Schedule and in such case the Earnest Money Deposit and qualifying requirements shall be added alternatively separate instruments & documents for the Schedules being quoted by the bidders can be submitted.

4. Complete set of Bidding Documents is freely available on the NIC Portal in English may be downloaded by the interested bidders from NIC- e-procurement portal, free cost. However, to participate in the tender, bidder has to pay a non-refundable fee of Rs. 5,900/- in favour of “IWAI Fund Jal Marg Vikas” payable at Noida/Delhi. The method of payment will be Demand Draft, to be submitted along with the bid. 

5. The Inland Waterways Authority of India, Ministry of Ports, Shipping and Waterways, Government of India (Implementing Agency) invites online bids for the construction of works detailed below in the table. The bidders may submit bids for any or all of the works indicated therein. Interested bidders may obtain further information and inspect the bidding documents at the address given below during office hours. 

6. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://eprocure.gov.in/cppp/download/disp A non- refundable fee of Rs. 5000/- + Rs. 900 (GST @ 18%) i.e. Rs 5,900/- (inclusive of tax), is required to be paid in favour of “IWAI Fund Jal Marg Vikas” payable at Noida/Delhi. The method of payment will be Demand Draft. Payment documents are to be submitted along with other documents listed in paragraph 9 below before the bid submission deadline. 

7. All Bids must be accompanied by a bid securing declaration, drawn in favour of Inland Waterways Authority of India, Ministry of Ports, Shipping and Waterways, Government of India. 

8. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on CPPP Portal online https://eprocure.gov.in/eprocure/app (website) on or before 15:00 hours on 07.01.2022 and the ‘Technical Part’ of the bids will be publicly opened online on the same day at 15:30 hours, in the presence of the bidders designated representatives who wish to attend. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids. 

9. The bidders are required to submit (a) original payment documents towards the cost of bid document; and registration on e-procurement website (if applicable); (b) Bid Securing Declaration; and (c) original affidavit regarding correctness of information furnished with bid document with Vice Chairman & Project Director (JMVP), A-13, Sector-1, NOIDA, Gautam Buddha Nagar – 201301, UP before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened. 

10. An online pre-bid meeting will be held on 17.12.2021 at 15:00 hours at the office of Inland Waterways Authority of India, NOIDA to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting. 

11. Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
