The Government of Pakistan has received financing from the World Bank to finance the development of the Khyber Pass Economic Corridor (KPEC). The primary objective of the Project is to expand economic activity between Pakistan and Afghanistan by improving regional connectivity and promoting private sector development along the Khyber Pass Corridor.
Project Management Team (PMT) Khyber Pass Economic Corridor Project (SDU), P&DD intends to hire the services of a Consultancy firm for diagnostic study of clusters and training on enterprise development skills in district Khyber and Peshawar with the objective to enhance the economic activities in the region through increasing/enhancing/upscaling the business clusters by conducting diagnostic study of cluster and providing tailor made enterprise development training as per the need and requirement.
Project Management Unit KPEC, SDU hereby invites Expressions of Interest (EOI) from reputed consulting firms for providing necessary services for diagnostic study of clusters and training on enterprise development skills in district Khyber and Peshawar. Interested firms possessing the relevant experience and qualification should clearly describe their qualification/experience relevant to providing the services in the EOI document. The consulting firms shall provide the following information to substantiate the qualification for the assignment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. The Consultant shall clearly describe the anticipated role of each JV partner as well as Sub-Consultant within the association. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract whereas each partner within the JV shall meet the qualification and experience requirement for the assigned role, if selected.
Firm will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the World Bank’s: Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 & August 2018. Any Consultant/firm providing unsubstantiated and/or incorrect information are liable to legal action and/or disqualification. Please note that the PMU-KPEC SDU reserves the right to withdraw from this process at any stage without any obligation for expenses incurred by the participants.
