1.        The Gambia Ministry of health has received financing from the World Bank toward the cost of The Gambia Essential Health Services Strengthening Project (P173287) and intends to apply part of the proceeds toward payments under the contract for Consulting services for National Health Insurance enrolment, provider management, and claims processing system.

2.        The Gambia Ministry of Health (MOH) now invites sealed Bids from eligible Bidders for to implement an electronic National Health Insurance Scheme (eNHIS) system, using open-source software such as openIMIS (https://www.openimis.org/) that meets the technical specifications of MOH’s preferred NHIS system’s design and hosting in the cloud. 

           The Supplier MUST support the system and provide training to MOH, the National Health Insurance Authority (NHIA), Directorate of Planning and Information, Regional Health Directorates (RHDs), and health facilities staff including doctors and nurses.

           The Supplier must provide high demand support during the rollout in all regions to ensure most problems are resolved within 24 hours. The Technical Support must cover until the acceptance of the implementation in all regions based on the defined Service Level Agreement (SLA). The Supplier must provide a Warranty Defect Repair Service from the period of an acceptance of the implementation in all regions until the Program Completed to ensure the system continues to work as specified. MOH will have separate contracts for the procurement of user hardware.

3.        Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in November 2017 and August 2018 under the New Procurement Framework (NPF), the ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ revised on July 1, 2016, and other provisions stipulated in the Financing Agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5.        The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below.

6.        Bids must be delivered to the address below on or before 12:30 PM Banjul time 21 March 2022. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13:30 PM Banjul time 21 March 2022.
