ASSIGNMENT TITLES: RECRUITMENT OF 1NO. MONITORING & EVALUATION OFFICER AND 1NO. FINANCIAL MANAGEMENT OFFICER

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Jobs and Skills Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Monitoring & Evaluation Officer (1No.)
- Financial Management Officer (1No.)
To support at all levels of implementation related to Component 1 and 2b and the Commission. The assignments shall be for an initial period of twenty-four (24) months from the date of contract signature for all positions and subject to renewal upon satisfactory performance. The expected start date of the assignments for all positions is May 2022.

The project comprises of five (5) components namely:
- Component 1: Provision of apprenticeship training for jobs
- Component 2: Provision of entrepreneurship and micro and small enterprise support for jobs
- Component 3: Operationalization of the Ghana Labor Market Information System, upgrading of district PECs and services, and independent performance reviews of Government youth employment and skills development programs
- Component 4: Capacity development, technical assistance, and project management support for enhanced skills and jobs impact
- Component5: Contingence emergency response component
The Developmental Objective of the project is to support Skills Development and Job creation in the Country.
The Commission for Technical and Vocational Education and Training (CTVET) now invites eligible Individual Consultants to submit their CVs and indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- MONITORING & EVALUATION OFFICER (Ref: GH-COTVET-254665-CS-INDV)
- The Monitoring & Evaluation Officer must be a Ghanaian national residing in Ghana
- The Monitoring and Evaluation Officer should have a minimum of Bachelor’s Degree in Economics, Statistics or any other related Social Science or equivalent. A Master’s Degree would be an advantage
- Must have 5 years of professional experience in Monitoring and Evaluation with a multi sectoral project.
- Must have at least 3 years’ experience in World Bank funded Project(s) or other donor institutions similar to the World Bank.
- Fluency in English and at least one local Ghanaian language
- Must show interest in the research and analysis of socio-economic issues with results-based program development and management.
- Must demonstrate very good experience from working in Ghana
- Excellent writing and oral communication skills in English
- Must be computer literate and proficient in MS Office applications.
2. FINANCIAL MANAGEMENT OFFICER (Ref: GH-COTVET-246633-CS-INDV)
- The Financial Management Officer must be a Ghanaian national residing in Ghana unless a clear merit-based is justification is offered
- A minimum of bachelor’s degree in Accounting or Finance, Business Administration (accounting option), or related discipline.
- He/she must be fully or partly qualified in any professional qualification in accounting such as ACCA, CIMA, and CA.
- At least 5 years of working experience in financial accounting, budget controls, analysis, and reporting in relation to project financial management and accounting.
- Previous experience in a public sector institution or in a donor-funded operation would be an advantage.
- Excellent writing and oral communication skills in English
- Must be computer literate and proficient in MS Office applications.

KEY RESPONSIBILITIES
- MONITORING & EVALUATION OFFICER (Ref: GH-COTVET-254665-CS-INDV)
Specifically, the Monitoring and Evaluation Officer is expected to:
- Prepare a framework with defined indicators to facilitate the monitoring and evaluation of the project.
- Support the Commission’s PPRME team to set monitoring and evaluation requirements for the project, and initiate thematic and crosscutting evaluations and timely preparation of sound analytical documents.
- Support the Commission’s PPRME team to develop procedures and templates for data collection and reporting for results indicators, roles, and responsibilities for reporting on the results achieved, including format, content, frequency, source(s) of data. Etc.
- Support the Commission’s PPRME team to make strategic financial planning, projections, and analysis
- Support the Commission’s PPRME team to ensure that objective evaluation is designed and managed to assess the programme relevance, effectiveness, efficiency, impact, and sustainability of results;
- Work with diverse groups and liaise closely with the Monitoring and Evaluation Specialist at the Project Implementation Unit (PIU) regarding evaluation approaches and methodologies, ensuring that project meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory project evaluation.
- Support the Commission’s PPRME team in managing the evaluation process and facilitation of knowledge building and knowledge sharing on monitoring and evaluation by identification and formulation of evaluation findings, lessons learned, and recommendations as well as be able to conduct results-oriented monitoring and evaluation pieces of training.
- Support the Commission’s PPRME team to plan, prepare, budget, report and have oversight of programme/project evaluations.
- Responsibility for promotion of evaluation standards, quality assurance/control and capacity development, and the Organization and coordination of evaluation missions for the project.
2.FINANCIAL MANAGEMENT OFFICER (Ref: GH-COTVET-246633-CS-INDV)
Specifically, the Financial Management Officer is expected to:
- Ensure proper documentation of financial transactions
- Establish and maintain an accurate filing system to allow efficient external audit
- Work along with the Head of Accounts to prepare the terms of reference for the project annual Audit to be submitted to the World Bank for No Objection.
- Post all accounting transactions for the project through GIFMIS in a transparent and timely manner, keeping all needed documents attached to every transaction for Audit trial
- Prepare withdrawal application with its corresponding Statement of expenses and reconciliation of the designated Account, to be submitted to the World Bank for further processing, and follow up with disbursement Unit in a proactive way whenever needed until the transaction is completed
- Maintain and update the inventory of Fixed Assets and prepare depreciation schedules
- Reconcile Bank statements on a monthly basis
- Prepare payment vouchers and write checks for payment
- Filing of payment vouchers
- Reconcile Income Tax and Social Security Accounts
- Prepare the emolument report on a monthly basis
- Prepare bank deposit slips
- Ensure that in line with the Financing Agreement, the Project submits adequate and acceptable interim financial reports in scope and content satisfactory to the World Bank.
The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services [July 2016 Revised November 2017, August 2018 and November 2020]).
