Assignment Title: Consultancy Services for Training on Construction Project Management, Monitoring & Evaluation and Engineering Software Application

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program and intends to apply part of the proceeds for consulting services.

The main objective of the assignment is to build the capacity of the staff members of the construction works regulatory authority (Ethiopian Construction Authority) so as to ensure effective implementation of construction programs and projects through provision of training on Construction Project Management, Monitoring & Evaluation and Engineering Software Application.

The assignment is expected to commence after contract signing in August 2022. The total duration of the assignment is four (4) months from commencement of services.

The consultancy team for the assignment are likely to consist of 11 team members as follows:- Team Leader(1), Project Manager and M&E (Training specialist)(2); Engineering software Specialist (2) ; Electrical Engineer(2); Water and Sanitary Engineer(2) and Generalist software professional  (2).

The Ministry of Urban Development and Infrastructure now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:    

  1. Core Business (Areas of Expertise)
  2. Years in Business
  3. Experience in Similar Assignments
  4. Technical and Managerial Capability

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016and revised November 2017)(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the selection based on Consultants Quality and Cost-Based Selection. (QCBS) method set out in the Procurement Regulations.
