The Federal Government of Nigeria has received USD$500Million financing from the World Bank towards the cost of the Adolescent Girls Initiative For Learning and Empowerment (AGILE) Project, and intends to apply part of the proceeds for Consulting Services to engage Monitoring and Evaluation (M&E) Consultant to support State-Level Monitoring of the project.

 

The AGILE Project was developed by the Federal Ministry of Education (FME) in collaboration with the World Bank as part of the FGN’s long-term education reform agenda, to adequately address the identified constraints of accessing and completing secondary education facing adolescent girls in Nigeria. The project is in line with the FGN’s commitment to promote gender equality and girls’ empowerment by introducing a number of initiatives including putting forward a set of prioritized policy and programmatic actions on doubling girls’ secondary education enrolment and completion rates.

The Project which consists three components, seeks among others to improve the quality and efficiency of social service delivery at the state level thereby promoting social inclusion and strengthening governance and public sector management, with gender equity and conflict sensitivity as essential elements of good governance.

 

The project will work with the Federal Government and support the education programs of participating states of Borno, Ekiti, Kaduna, Kano, Katsina, Kebbi and Plateau to improve secondary education opportunities amongst girls for a period of five (5) years i.e. sixty (60) months.

 

Objectives of the Assignment

The general objective of this assignment is to appoint a consultant/firm/NGO who will support Kebbi State Project Implementation Unit (SPIU) in setting an enabling context for the Monitoring and Evaluation of the AGILE project and support routine monitoring activities to allow for periodic data collection, data management reporting and learning on the AGILE Project.

 

Scope of the Assignment

To achieve the objectives, the selected consultant/firm/NGO will conduct the following duties.

  • Produce the design and framework strategy to conduct monitoring of the AGILE project, including an assessment of existing capacities at the state and LGA level.
  • Develop monitoring guidelines, including state and LGAs level institutional arrangements, organizational diagrams that reflect roles, responsibilities and data flow that allow the SPIU and the selected consultant to organize their resources to effectively conduct routine monitoring of the AGILE project.
  • Delivery of practical workshops with the state M&E personnel and other component-leads on methodologies to achieve an effective monitoring planning and implementation.
  • Support the state in the planning and development stages of the implementation of a result chain for monitoring with a minimum goal of ensuring an efficient monitoring of the PDO and intermediate indicators included in the Results Framework.
  • Support the state in the definition of ICT monitoring tools, development of data collection templates and parameterization of the monitoring tools.
  • Enhance capacity building on the use of ICT Monitoring tools at the state and LGAs level through a Training of Trainers approach.
  • Prepare monthly and quarterly template reports in coordination with SPIU and NPCU.
  • Support the state in the planning and implementation of a monitoring pilot, including coordination of teams, conduct data collection, data management, reporting and learning.
  • Support the government with the data management and data analysis stages of the monitoring pilot, by producing a pilot assessment report in a way that is useful and easy to draw lessons learnt for adjusting processes and scalability.
  • Contribute to the government in effectively disseminating the result from the pilot assessment through cross-state workshops and events tailored to different stakeholder groups.
  • Provide continuous support to the government to scale up routine monitoring activities, including technical assistance and also conducting data collection and other day-to-day monitoring activities.
  • Provide special monitoring efforts to the allocation and implementation of SIG

Submission of Expressions of Interests (EOLs)

 

The Kebbi State Project Implementation Unit (SPIU) now invites eligible consulting firms or Joint Venture to indicate their interest in providing the Services. Interested Consultants should provide verifiable information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

 

  • Demonstrate verifiable expertise and experience in monitoring and evaluation of development projects. Experience in education projects would be an added advantage.
  • Demonstrate satisfactory competence in capacity building, leading local ownership, system strengthening towards improving project sustainability beyond approved funding cycle.
  • Demonstrate strong ICT4D competence for both routine and periodic monitoring and evaluation activities.
  • Demonstrate familiarity with context and institutional arrangement in the basic and secondary education subsectors of Kebbi State.
  • At least 4 to 5 years of relevant work experience in public or private knowledge in the design and implementation of M&E/MIS in development projects implemented by national/international/UN bodies/Government.
  • Proven adequate experience/knowledge in advanced statistics and research methods for monitoring, including sampling techniques and the use of software for analysis.
  • Excellent critical thinker, assessor and analyzer.
  • Able to make strategic recommendations as part of the evaluation process.
  • Excellent communication and team building skills can establish and maintain strong working relationship inside and outside an organization.

 

Please note that Key Experts will not be evaluated at the short listing stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest (Article 8 of the Model Code of Conduct for Public Officials requires that the public official should not allow his or her private interest to conflict with his or her public position. It is his or her responsibility to avoid such conflicts of interest, whether real, potential or apparent)

 

Interested Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations for IPF Borrowers, published in July 2016 (revised November 2017, July 2018 and November 2020).
