1. The Government of Nepal has received a credit from IDA towards the cost of Nepal Livestock Sector Innovation Project and intends to apply part of the funds to cover eligible payments under this Contract. Bidding will be conducted through National Competitive Bidding (NCB) procedures, as per Electronic Government Procurement System, procedures (Model Bidding Document approved by the World Bank). This is open to all bidders from Eligible Source Countries as defined in the Bidding Documents. A margin of preference shall not apply. Cost estimate for this construction is NPR. 34,86,034.84 (Inclusive of VAT)

2. Nepal Livestock Sector Innovation Project Nepal Livestock Sector Innovation Project invites electronic bids from eligible bidders for the Construction of Pre-fabricated Parasitology Lab, Central Veterinary Laboratory, Tripureshwar, Kathmandu. The construction period is Twenty-Five (25) days:

3. To qualify for award of contract, eligible Bidders must meet the following key qualifications and other qualifications specified in the bidding documents:

Minimum Average Annual Construction Turnover of the best three (3) years within the last five (5) years: NPR 4,600,000.00

1. Minimum specific work experience of similar size and nature: One, NPR: 2,400,000.00

4. Interested eligible bidders may obtain further information from Nepal Livestock Sector Innovation Project, Hariharbhawan, Lalitpur and inspect the Bidding Documents at the address given below during office hours or may visit E-procurement section of PPMO’s Web Site http://www.bolpatra.gov.np.

5. For the purpose of Bidders to submit their bid electronically through PPMO’s Web Site http://www.bolpatra.gov.np., the Bidders may download the bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. Bidder shall be required to deposit the cost of bidding document (as specified in the table above) in the Employer's Rajaswa (revenue) account as specified below. The scanned copy (PDF format) of the Bank deposit voucher shall also be submitted along with the electronic submission of the bid.

6. Pre-bid meeting will be held in Nepal Livestock Sector Innovation Project, Hariharbhawan, Lalitpur at 13:00 hrs on 17 May, 2022.

7. Electronic bids must be submitted to the Nepal Livestock Sector Innovation Project,Hariharbhawan, Lalitpur through PPMO website www.bolpatra.gov.np on or before 12:00 hrs of 30 May, 2022. Late bids will be rejected and not opened. The bids will be opened electronically at 12:30 hours on 30 May, 2022 in the presence of the bidders’ representatives who choose to attend in person at Nepal Livestock Sector Innovation Project, Hariharbhawan, Lalitpur.

8. All bids shall be accompanied by a Bid Security for the amount as specified in the table above in local currency. The bid security guarantee shall confirm to the standard format as specified in the bid document. The bid security guarantee issued only by the commercial bank and financial institutions approved by Nepal Rastra Bank shall be accepted by the Employer.

9. Bidders are required to specify the total price of the Bid in the Letter of Bid or the Bid Price in the Bill of Quantities. Failure to specify the total price of the Bid in the Letter of Bid or the Bill of Quantities shall serve as grounds for declaring the bid non responsive.

10. Bids shall be valid for the period as mentioned in the table above after the deadline for Bid submission and Bid security shall be valid up to the period as mentioned in the table above.

11.The Nepal Livestock Sector Innovation Project, Hariharbhawan, Lalitpur reserves right to accept or reject any or all bids or annul the bidding process and reject all bids without assigning any reason, whatsoever.

12.If the last date of pre-bid meeting falls on a government holiday, then the same time on next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

13. Any intimidation, collusion and curtailing during bidding process shall be punishable by law.
