REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES FOR THE DEVELOPMENT OF KENYA NATIONAL HIGHWAYS AUTHORITY'S ENVIRONMENTAL, SOCIAL, HEALTH AND SAFETY MANAGEMENT SYSTEM)

Assignment Title:  Consultancy Services for the Development of Kenya National Highways Authority's Environmental, Social, Health and Safety Management System

  1. The Government of the Republic of Kenya (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit”) towards the cost of the Horn of Africa Gateway Development Project (HoAGDP) and intends to apply part of the proceeds for consulting services.
  2. The consulting services is aimed at to reviewing existing KeNHA’s Environmental, Social, Health and Safety policies and management procedures, implementation and compliance arrangements including the current institutional capacity to manage environmental and social risks; and support KeNHA to design fit for purpose Environmental, Social, Health and Safety (ESHS) Management System and associated management procedures and plans.  The ESHS will ensure environmental social, health and safety commitments and mitigation measures are implemented and re-evaluated throughout the life cycle of the Projects, meets the national regulations, and applicable Good International Industry Best Practices (GIIBP).
  3. The Authority is seeking the services of a Consultancy firm to support the review of its current internal environmental, social, and health and safety policies, management procedures and identify gaps, and recommend measures to be mainstreamed into all facets of project cycle that include project conceptualization, feasibility study, preliminary and detailed design, preparation of safeguards instruments, contract preparation, tendering, contractor management, design review, project implementation and monitoring and reporting, by developing an Environmental and Social Management System.

4.The Kenya National Highways Authority now invites eligible Consultant Companies & Organizations (“Consultants”) to indicate their interest in providing the Services. Due to the unique and exceptional nature of the envisaged assignment and for fit for the purpose reasons, the invitation is targeting organizations/ institutions that meet the competence and qualifications in the preparation, development and implementation of ESHS Management System. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(a). Have at least 5 years of experience with ESHS development, including expertise and in depth familiarity with the application of the Applicable Standards on the level of individual institutions and/or projects and on the level of ESHS.

(b). The Consultant must have delivered at least three (3) similar assignments in the recent past (5 years)  in line with emerging trends and systems.

(c). At least 3 years of experience in large organisation with emphasis on environmental and social safeguard, health and safety will be an added advantage

(d). Demonstrated familiarity with the relevant National environment, social, health, safety and labour laws and standards, relevant international law including conventions and treaties adopted by Kenya and laws and regulations as well as policies, and applicable Good International Industry Best Practices (GIIBP), including safeguard policies and performance standards of multilateral financial institutions (MFIs).

(e). Demonstrated excellent and documented skills in working efficiently with multilateral financial institutions procedures and routines of an ESHS Management System requirements.

(f). Demonstrated excellent reporting skills, including the ability to develop most practical formats and guidance for the application of an ESHS Management System.

(g). Core business of the Consultant; and technical and managerial capability of the institution as presented in the company profile.

(h). Consultant’s compliance (certificate of registration with the relevant bodies for all professionals in the consortium, and company compliance including Certificate of incorporation, business standing etc.)

(i). Submission of at least 3 (3No.) References from previous clients

5. The experience and qualification of key experts shall not be included in the shortlisting criteria. The key Experts will not be evaluated at the shortlisting stage.

6. The Consultant will be selected in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers July 2016 Revised November 2017 and August 2018 and as updated in November 2020 (‘’Procurement Regulations’’), which can be found at the following website: www.worldbank.org.

7. The Consultant may associate with other Consultants in the form of a joint venture or a sub consultancy to enhance their qualifications. Clarity should be provided on the nature of association and the lead firm. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

8. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
