Request for Expression of Interest (REOI) for Selection of Individual Consultant

The People’s Republic of Bangladesh has received a Credit of EUR 271.3 million (US$ 295 million equivalent) from the International Development Association (IDA) – a member of the World Bank Group – for financing the cost of the Enhancing Digital Government and Economy (EDGE) Project, being implemented by the Bangladesh Computer Council (BCC). BCC intends to apply a part of the IDA Credit for procurement consulting services under the project. The following consultants (national) will be recruited on the basis of individual capacity:

Person-01

The incumbent must have at least a Bachelor's Degree in IT/ICT/Engineering and Master’s Degree in related fields or Higher/MBA, Practical experience in e-Governance related work is must.

  • Over 12 years of relevant experience at the national or international level in managing e-Governance related cloud computing, cybersecurity and enterprise architecture projects/programs, thorough knowledge on the e-Governance foundations, hands-on experience in design, monitoring and evaluation of projects. Experience in the advanced usage of computers, IT security issues and office software packages (MS Word, Excel, etc.).
  • Strong administrative and analytical skills.
  • Strong Project Management skills; experience in project management of large scale projects.
  • Ability for establishing and maintaining good working relationships to facilitate work goals.
  • Demonstrated results-oriented approach to work.
  • Fluency in spoken and written English and Bangla.
  • Strong communication skills in presenting, discussing, and resolving difficult issues.
  • Ability to work efficiently and effectively in a multidisciplinary team.

The duration of the assignment will be 52 (fifty-two) person-months. However, the duration of the assignment may be increased or reduced according to project needs and budget.

Now, EDGE Project invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services along with complete CV and other details as required. The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).

Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.

Expressions of Interest (EOI) shall be submitted 02 (two) hard copies in a sealed envelope and soft copy (CD/DVD) by June 2, 2022, 2.00 pm and be clearly marked as “Application for the post ……”. The authority has the right to accept or reject any or all the applications. 

Only selected candidates will be requested for interview or hands on experience test.
