- The Chinese government has obtained a loan from the world bank, used to pay the bank loans in Guangdong province less developed areas of compulsory education balanced quality standardization development demonstration project, and plans to pay part of the bank loans for special children in class resources classroom basic equipment and software resources procurement (contract number: GDHWTS213, GDHWTS214) under the qualified spending.
- Guangdong Provincial Department of Education (Agency: Zhongji International Tendering Co., Ltd. and Guangdong Guangzhao Tendering and Procurement Co., Ltd.) now invites qualified and qualified bidders to submit sealed bidding documents for the following goods and related services. This procurement is divided into two packages. The contract content is briefly described as follows:
Package 1 (contract number GDHWTS213): according to the office furniture, microcomputer, class teaching platform, printers, desks and chairs, style equipment, education rehabilitation equipment, books, intelligence chart configuration, provide related services and warranty period free service, a total of 23 sets, the project site for Wengyuan county, lianjiang, leizhou, wuchuan, huazhou, luoding of primary and secondary schools.
Package 2 (contract number GDHWTS214): according to the office furniture, microcomputer, class class teaching platform, printers, desks and chairs, style equipment, education rehabilitation equipment, books, intelligence chart configuration, provide related services and warranty period free service, a total of 27 sets, the project site for chaoyang district, haifeng county, lufeng, chaoan district, huilai, puning, jiexi county of primary and secondary schools.
Please refer to the bidding documents for the specific contents of each contract.
The completion period of delivery, installation, commissioning and training of the above contract shall be within 40 days after signing the contract.
3. This tender is a domestic competitive tender. All qualified bidders who meet the stipulations of the World Bank Procurement Guidelines can bid, and consortium bidding is not allowed.
4. Interested qualified bidders can obtain further information from the address listed in this invitation to tender, and consult the tender documents from 8:30 am to 11:30 am, and 1:30 pm to 4:30 PM (except Saturdays, days and holidays) from June 28,2022 to July 28,2022.
5. Potential bidders shall pay attention to the provisions on eligibility and conflict of interest stipulated in Article 4 of the Instructions to Bidders in this tender document. All bidders with evidence of conflict of interest shall be unqualified bidders.
6. Qualification requirements of bidders include:
(1) Qualified as an independent legal person;
(2) The bidder shall not be the "Credit China" website (www.creditchina.gov). The cn) listed in the list of serious trust-breaking subjects or abnormal business operations (the bidder shall provide the "credit information report" downloaded from the Credit China website, and the download time shall be one day between the date of sale of bidding documents and the deadline for submission of bid documents);
(3) If the products invested by the bidder belong to the national mandatory CCC certification catalogue, a copy of the certification certification materials within the validity period shall be provided (see Chapter VI 3.2 Requirements List for details);
(4) If the bidder is not the manufacturer of the computer, printer, slow medical running platform, Montessori teaching AIDS, psychological sand table, electronic piano and class and class pass equipment, it shall provide the authorization and after-sales service commitment letter of the manufacturer (see the demand list for the specific warranty years). If the bidder is not the developer of the invested scale products, it shall provide the developer's authorization and after-sales upgrade and maintenance service commitment letter (with the official seal of the developer);
(5) The bidder shall provide the medical device production license of the slow medical running platform manufacturer, the business license of the distributor, and the publication business license of the book distributor;
(6) The bidder's contract experience is as follows:
1) Since June 1, after investing in one contract package, at least one supply contract of special children's resource room equipment or primary and secondary school education equipment with no less than RMB 2.4 million yuan has been successfully completed since June 1,2019, and has been delivered and installed and accepted.
2) For 2 contract package, since June 1,2019, at least two special children resource room equipment or primary and secondary school education equipment supply contract, each contract amount is not less than 2.4 million yuan, or at least one special children resource room equipment or primary and secondary school education equipment supply contract, the contract amount is not less than 4.8 million yuan, has supply and installation completed and acceptance.
(7). The financial capability of the bidder is as follows:
1For a contract package, the average annual turnover of the last three years (2019 to 2021) shall not be less than RMB 7.5 million, and the working capital or bank credit line dedicated to the contract (excluding other contract needs and no certificate of deposit) shall not be less than RMB 900,000.
2For two contracts, the average annual turnover in the last three years (2019 to 2021) shall not be less than RMB 15 million, and the working capital or bank credit line dedicated to these two contracts (excluding other contract needs and no certificate of deposit) shall not be less than RMB 1.8 million.
8After-sales service capability:
The bidder shall guarantee (provide the letter of commitment) that the product can be timely repaired during the warranty period (take the national three guarantees policy and the demand list in the warranty period). The bidder shall guarantee that it shall respond within 2 hours after receiving the user's service demand, and the repair and replacement shall not exceed 5 working days.

- Interested qualified bidders can submit the application to purchase the bidding documents to the address listed in this invitation to bid, and pay a non-refundable fee of RMB 100. Payment is _ cash, check or telegraphic transfer. An additional RMB 100 is required for the mail order bid. The bidding documents will be sent by express delivery.
- All tender documents shall be submitted to the address specified in this invitation to tender before 9:30 a. m. (Beijing time) on July 29,2022. Late tender documents will be rejected. Bid opening will be made open at the address listed in this invitation to Bid. Bidders may send their representatives to participate in the bid opening. The bid opening will be held at 9:30 am on July 29,2022 (Beijing time). The tender documents must include the bid security, for only one package, the bid security amount is RMB 55,000; for two packages, the bid security amount is RMB 110,000.
