Assignment Title: CONSULTING SERVICES FOR DELIVERY OF MALARIA PREVENTION AND TREATMENT SERVICES FOR IMMUNIZATION AND MALARIA PROGRESS BY ACCELERATING COVERAGE AND TRANSFORMING SERVICES PREVENTION AND CONTROL (IMPACT) PROJECT.

The Federal Government of Nigeria has received financing from the World Bank and the Islamic Development Bank towards the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) project and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) involve the National Malaria Elimination Programme (NMEP) and its state counterparts, the State Malaria Elimination Projects (SMEPs), to employ consulting services to strengthen the delivery and promote the uptake of malaria prevention and treatment services especially in rural communities where the burden of malaria is the greatest. This will be achieved by employing output-based approaches in contracting Non-governmental Organizations (NGOs) otherwise known as “Consultants” with proven expertise and experience. The consulting services will be delivered in the following states:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

States in 1-6 will cover contracts to be issued by SMEPs financed through the World Bank while States in 7-11 will cover contracts to be issued by SMEPs financed through the Islamic Development Bank.

The National Malaria Elimination Programme now invites eligible Non- governmental Organizations (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

 

  1.       Qualification and experience of firm- core business and number of years in business.
  2.       Relevant Experience- Technical and managerial capability of firm.
  3.       Eligible NGOs will apply for one Task (or State) each and must have an annual turn-over of at least Naira 120 million.
  4.       However, firms may apply for more than one Task (or State) provided they demonstrate a sufficient annual turn-over to cover multiple Tasks (or States)
  5.       Eligible NGOs must demonstrate to have physical presence in the interested Tasks (or States).

 

Key Experts will not be evaluated at the short listing stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers” dated July 2016 (revised August 1, 2018), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: neither a Consultant (including personnel and sub-consultants), nor an affiliate (that directly or indirectly controls, is controlled by, or is under common control with that Consultant), shall be hired for any assignment that, by its nature, creates a conflict of interest with another assignment of the Consultant; Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank's financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of: the preparation of the TOR for the assignment; the selection process for the contract; or the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract as outlined under 3.17 sub-paragraphs c and d of the Procurement Regulations.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method in accordance with the procedures set out in the World Bank's “Procurement Regulations for IPF Borrowers” set out in the Procurement Regulations(Procurement Regulations) dated July 2016 (revised November 2017 and August 1, 2018) under the “New Procurement Framework (NPF), available at the World Bank website: https://policies.worldbank.org/sites/ppf3/PPFDocuments/Forms/Disp Page.aspx?docid=4005&ver=current
