  1. The Government of Sierra Leone has received a grant in the amount of US$5.00 million equivalent from IDA and US$3.50 million equivalent from the Health Emergency Preparedness and Response Trust Fund (HEPRTF) for an Additional Financing (AF) the cost of the Sierra Leone COVID-19 Emergency Preparedness and Response Project. The primary objectives of the AF are to enable affordable and equitable access to COVID-19 vaccines and help ensure effective vaccines deployment in Sierra Leone through vaccination system strengthening, and further strengthen preparedness and response activities under the parent project. The Project is implemented by the Ministry of Health and Sanitation. The Project implementing agency intend to apply part of the proceeds toward payment for the Procurement of Infectious Prevention Control Materials (IPC), COVID-19 Testing Kits and Reagents.

 

  1. The Integrated Health Project Administration Unit (IHPAU) of the Ministry of Health and Sanitation now invites sealed bids from eligible and qualified bidders for the supply of the following:

  1. Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated November 2020. Bidders submitting Bids must present with their bid a signed acceptance at the time of bidding, to be incorporated in any resulting contracts, confirming the application of, and compliance with, World Bank’s Anticorruption Guidelines, dated October 15, 2006, revised in January 2011, and as of July 1, 2016, including without limitation the Bank’s right to sanction and the Bank’s inspection and audit rights.

 

  1. Bidders must submit their bids and meet the following:
  • Joint Venture Agreement (where applicable);
  • Bid Security Declaration Form;
  • Pharmacy Board License;
  • Proven experience in dealing with pharmaceuticals Supplies/IPC Materials;
  • Business Registration certificate or Business License in conformity with the provision of country of the bidder;
  • Valid NRA and NASSIT Certificates
  • Technical Brochure/ Catalogue of the complete set of the Infectious Prevention Control Materials, COVID-19 Testing Kits and Reagent that the IFB is issued.

 

5. Interested and eligible Bidders may inspect the bidding documents at the address given below or by email to msesay@mohsihpau.gov.sl

 

6. The bidding document in English can be purchased by interested Bidders upon the submission of a written application to the address below and payment of a non-refundable fee of NLe 500 (Five Hundred New Leones) or equivalent in freely convertible currency. The bidding document may be sent by via email upon request after payment. The method of payment will be by Bank transfer, Wire transfer and Direct payment in the Account listed below:

7.   Bids must be delivered to the address below on or before Monday 29th August 2022 at 12:00noon. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened on Monday 29th August 2022 at 12:00noon in the presence of the Bidders’ or designated representatives who choose to attend at the address below.

 8.   All Bids must be accompanied by the Bid-Securing Declaration.
