INVITATION FOR BIDS (IFB)

1. The Uganda Electricity Transmission Company Limited (UETCL) has received a credit from the International Development Association (IDA) toward the cost of Grid Expansion and Reinforcement Project (GERP), and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: Supply, Installation, Configuration, Customization, Training and Commissioning of an Integrated Management Information System (IMIS) including related infrastructure (hardware).
2. The Uganda Electricity Transmission Company Limited serves as the Implementing Agency for the project and now invites sealed bids from eligible bidders for the above named contract.
3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011 and revised in July 2014, and is open to all Bidders eligible as defined in these Guidelines, that meet the minimum qualification criteria as indicated in the bidding document. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Uganda Electricity Transmission Company Limited and inspect the bidding documents at the address given in 8 below during working hours from 09:00 to 15:00 hours. A pre-bid meeting which potential bidders may attend will be held on 25th August, 2022.
5. A complete set of bidding documents in English may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of UGX 250,000 (Two Hundred Fifty Thousand shillings) or USD80 (Eighty United States dollars).  The method of payment will be by Electronic Funds Transfer (EFT) to UETCL’s Bank Account No. 6002166559 in ABSA Bank, Corporate Branch or Standard Chartered Bank, Speke Road Account 0105610780000. The document will be sent electronically or by courier services to those who are out of the country and request the documents to be sent to them subject to the bidder meeting the cost for delivery services. No liability will be accepted for loss or late delivery. Prior purchase of the bidding document is required for submitting clarification questions on the bidding documents and receiving answers and of addenda to the bidding documents.
6. Bids must be delivered to the address below at or before 6th October 2022 Time: 11:00 hours.  The amount of Bid Security required is USD 180,000 or the equivalent in freely convertible currency.  Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below on 6th October 2022 Time: 11:15 hours.
7. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
