National Competitive Bidding
1. The Government of the Democratic Socialist Republic of Sri Lanka has received financing from the International Development Association (World Bank) towards the cost of Integrated Watershed and Water Resources Management Project, and intends to apply part of the proceeds of this credit to payment under the contract mentioned in the schedule below.
2. The Chairman, Ministry Procurement Committee on behalf of Ministry of Irrigation invites sealed bids from eligible and qualified bidders for the following Work.
3.The works consists of Providing of Rip-Rap Protection to Senanayaka Samudraya Bund and Improvements Bund Road

4. To be eligible for contract award, the successful bidder shall not have been blacklisted and shall meet the requirements in Bidding Document. Further the successful bidder shall have valid registration Grade in Construction Industry Development Authority (CIDA) as mentioned in above Table: 01 under the specialty of Irrigation & Drainage Canals.
5. The successful bidder shall have at least LKR. 400 Million Average annual volume of construction work performed in last five years and at least LKR 74.7 Million of liquid assets and/or credit facilities net of other contractual commitments and exclusive of any advance payments which may be made under the Contract.
6. Interested bidders may obtain further information from Director of Irrigation (Contracts & Procurement), Contract and Procurement Branch, 2nd Floor, Irrigation Department, Bauddhaloka Mawatha, Colombo 7 and inspect the bidding documents at the same address given above during 9.00 AM to 3.00 PM from 08-08-2022 to 05-09-2022 (on working Days) by prior notification. 7. Bidding Document can be purchased after paying a non-refundable fee (Please refer Table: 01 for the amount)to the following bank account and submission of bank slip with written request made on a company letter head (Original) via email (dictptirrigation2015@gmail.com)/ Fax : (011-2583305) to Director of Irrigation (Contract & Procurement), Irrigation Department, No: 230, Bauddhaloka Mawatha, Colombo – 07 from 08-08-2022 to 05-09-2022 on working days from 09.00 am to 3.00 pm.

8. Pre-bid meeting and Site Visit will be held as mentioned in the Table-3 below. Prospective bidders are requested to inspect the sites with the assistance of the relevant officer

9. Bids shall be valid up to 28-01-2023 (175 days from the date of closing of the bids) Bid must be accompanied by a Bid Security for the value mentioned in Table-01 and valid up 25-02-2023 Days (203 days from the date of closing of the bids). Any Bid without a valid Bid security will be considered as non-responsive and rejected without any query.
10. All pages of the Bidding Documents shall be signed by the bidder and affixed his seal.
11. Completed Bid with duplicate shall either be deposited in the Tender Box kept for this purpose in the Additional Secretary (Technical & Procurement), 8th Floor, Ministry of Irrigation, No: 500, T.B. Jayah Mawatha, Colombo - 10 or sent under registered post to The Chairman, Ministry Procurement Committee of the above address to reach him on or before 06-09-2022 on 2.00 pm Bids shall be closed at 2.00 pm 06-09-2022 and opened immediately. Late bids will be rejected.
12. Please write the Description of Work and Contract No on top of left hand corner of the envelope.
13. The Bids will be opened in the presence of the bidders or their representatives who wish to attend.
