The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience Projects (NCCR) and intends to apply part of the proceeds for individual consulting services.

 

The consulting services (“the Services”) is to increase institutionalization and coordination of dam safety management in the Nile Basin. The desired long-term outcome is to enhance institutional capacity of Nile Basin governments and their respective DSUs to better manage dam safety risks, adopt good practices and encourage equivalence in dam safety management frameworks throughout the basin and to carry out a training needs assessment, develop a comprehensive training curriculum, modules, and institutional framework for the Nile Basin training center. This is aimed at developing skills and technical competencies of policy makers, dam owners, operators, regulators, technicians, etc. and ensure safe design, construction, operation, and safety management of dams by carrying out a training needs assessment, develop a comprehensive training curriculum, modules, and institutional framework for the Nile Basin training center. This is aimed at developing skills and technical competencies of policy 6 makers, dam owners, operators, regulators, technicians, etc. and ensure safe design, construction, operation, and safety management of dams.

 This consultancy to identify key human and institutional capacity gaps, training needs and develop strategic document for subsequent activities including, but not limited to, curriculum development, training modules and a framework for a regional training center to enhance the skill, knowledge, capacity and competencies of dam owners, regulators, policymakers, operators, technicians, etc. in the Nile basin. The needs assessment should focus on technical, human, and institutional capacity to undertake design, construction, operation and safety management of existing dams and envisaged water infrastructure development projects properly and effectively in the basin. The Consultant will be engaged for 70 staff-days over a period of twelve(12)  months.

 The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: information indicating their professional capability and experience to perform the services ;( qualification, description of similar assignments, relevant work experience in similar conditions, availability of appropriate skills and Language proficiency). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.
