The Republic of Sierra Leone has received financing from the IDA toward the cost of the Sierra Leone COVID-19 Emergency Preparedness and Response Project, and it intends to apply part of the proceeds for consulting services. The objective of this assignment is to gain insights into perception, knowledge, trusted sources of information, attitudes toward pandemic response initiatives and other variables to inform COVID-19 outbreak response measures, including policies, interventions and communications.
The consulting services (“the Services”) include: To monitor variables that are critical for population behavior to control transmission of the novel coronavirus, including risk perceptions, knowledge, self-efficacy, confidence in institutions, behaviors, rumors, trust in/use of information sources and more; To Monitor possible issues, e.g., related to misinformation or distrust, as they emerge, to allow early response.The duration of the assignment is six weeks and it expected to start date in April 2023. The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall be based on comparing the following qualification and experience of candidates. The most qualified candidate will be hired:
- Masters in Public Health (MPH), Social Sciences, communication or similar fields
- PhD in health/medical research is an added advantage
- 10 years professional experience with Public Health Programmes in health sector/institutions.
- Significant, demonstrated expertise in analysis of data and formulation
- Interviewing skills for knowledge, attitude, perception and practice
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated July 1, 2016 revised in November 2017 and August 2018
