Ukraine has received financing in the amount of US$ 15,499.77 million equivalent from the World Bank toward the cost of the Public Expenditures for Administrative Capacity Endurance (PEACE) in Ukraine Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The aim of the Project is to sustain government capacity to exercise core functions and deliver services. The project reimburses state budget expenditures on salaries of government, school, healthcare facilities and State Emergency service (first responders) employees; and expenditures under several government programs to support the vulnerable – pensions and social assistance. The only procurement, currently envisaged under the Project, is the procurement of consulting services for audit of Project expenditures.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2020)(Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. Procurement of consulting services for Project audit will be conducted in accordance with competitive procedure among firms eligible to audit grants and projects financed by the World Bank in Ukraine. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and website of the implementing agency (Ministry of Finance of Ukraine) at the address https://mof.gov.ua.
