Mozambique Digital Acceleration Project  

GENERAL PROCUREMENT NOTICE

The Government of Republic of Mozambique received financing in the amount of US$ 200.000.000 equivalent from the World Bank with the purpose of financing the Mozambique Digital Acceleration Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting and consulting services to be procured under this project.

 

The project will include the following components:

 

Component 1: Digital Access and Inclusion

Component 2: Foundations for Accelerated Digital Transformation.

Component 3: Project Management, Institutional Coordination and Citizen Engagement.

Component 4: Contingent Emergency Response Component.

 

And the contracts that will be procured are the following:

  1. Works: Most envisaged works are not complex and several local contractors that are sufficiently responsive can adequately execute the contracts. As such, National market approach, request for bids, single stage bidding will be used. However, for civil works for expansion of mobile broadband service coverage across the country, international market approach, and request for bids, single stage bidding will be used.
  2. Goods: National market approach, request for bids, single stage bidding will be used for procurement of most goods. However, for goods such supply digital equipment (Smartphone. Tablet, etc) across the country, acquisition of IT equipment for public institutions, acquisition of digital devices (IT equipment) for specific functional needs or MDAs, international market approach, request for bids, single stage bidding will be used. Other items such as office equipment and furniture for the Project Implementation Unit (PIU), have been packaged into Limited market approach and request for quotations.
  3. Non-consulting Services: All non-consulting services have been packaged into International market approach, request for bids, single stage bidding will be used. Other small requirements such as provider to set up office space to accommodate the National CSIRT, SOC, .MZ TLD, National Cybersecurity Observatory (ONSC) and DPO, among others have been packaged into national market approach.

iv    Consulting Services: Key PIU and other individual consultants will be hired through open Individual Consultant Selection.  For less complex consulting assignments, open national market approach will be used. However, for specialized consulting assignments such as Feasibility and sustainability study for the digital device affordability schemes and policy, design of device affordability scheme and capacity building to set up the scheme, consultancy to develop Feasibility study and technical assistance to design the digital literacy program, Consultant Services to Transaction advisory support for Tmcel, technical assistance  to support to establish a DPO with institutional and governance structure, workflow, processes for DP, including the formulation of the DPO Strategic (HR, Financial Sustainability) and Implementation Plans, technical assistance to the Ministry of Education and Human Development (MINEDH) and MCTES to update academic curricula in line with the forthcoming Mozambique Digital Skills Country Action Plan , technical assistance to support the identification and customization of relevant gender-sensitive digital content and digital materials, support the implementation of an e-learning and knowledge sharing platform for the academic and scientific community, which would leverage existing open source platforms, e.g., Moodle; among others, will be used Open International market approach

 

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Jornal Notícias, the national newspaper in the Borrower’s country.
