1.        The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Access to Distributed Electricity and Lighting in Ethiopia (ADELE), and intends to apply part of the proceeds toward payments under the Contracts for Procurement of Package II (B), Procurement of Plant Design, Supply, Installation, Test and Commissioning of Solar Mini – Grids (Generation) Projects in 20 mini grids including six months operation and maintenance. For this contract, the Borrower shall process the payments using the Direct Payment disbursement as method, defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through Letter of Credit.

2.        The Ethiopian Electric Utility now invites sealed Bids from eligible Bidders for Package II (B) Procurement of Plant Design, Supply, Installation, Test and Commissioning of Solar Mini – Grids (Generation) Projects in 20 mini grids including six months operation and maintenance.  The procurement is packaged into 3 Lots with the following project sites and a bidder can bid for any one lot or more lots:

3.        Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) selection method as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Procurement in Investment Projects Financing” fourth edition November 2020 (“Procurement Regulations”) to be amended from time to time, and is open to all eligible Bidders as defined in the Procurement Regulations.

4.         Bidders may Bid for one or several lots/contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.

5.         Interested eligible Bidders may obtain further information from Ethiopian Electric

            Utility and inspect the bidding document during office hours

  • Monday- Thursday 8:00-12:00 to 13:00- 17:00 hours
  • Friday: 8:00 -11:30 to 13:30 - 17:00 hours
  • Saturday: 8:00-12:00 hours at the address given below

6.         The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 4000.00(Four Thousand Birr only) or its equivalent of USD 80 (Eighty USD) or its equivalent in a freely convertible currency starting from April 18,2023, through cash, CPO or deposit in Ethiopian Electric Utility, accounts: EEU-UEAP Account No.:1000154739312, Commercial Bank of Ethiopia (CBE), Arbegnoch branch, for local currency and EEU-ADELE project Account No. 0101181300065, National Bank of Ethiopia (NBE), Swift code: NBETETAA, Intermediary bank: CITIY BANK/New York Swift code --CITIUS33 for foreign currency. The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service pre-arranged and paid by the bidder.

7.        Bids must be delivered to the address below on or before June 15, 2023 Time: 2:00 p.m.   Local Time. Late bids will be rejected. Electronic Bidding will not be permitted. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below immediately after the deadline for submission of bids..

8.        All Bids must be accompanied by a Bid Security of the following amounts:

Note: Bid Security is required for each lot as per amounts indicated against each lot. Bidders have the option of submitting one Bid Security for all lots (for the combined total amount of all lots) for which Bids have been submitted.

9.        All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

10.      All bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration.

11.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

12.    The bidders shall meet for each lot the Minimum average annual turnover requirement of USD 12 Million for last five years, financial cash flow requirement  USD 2.0 million and specific experience: as a contractor, management contractor, or subcontractor, in the design, construction, and commissioning of at least one (1) contract of PV-Battery systems of min. 300 kWp installed PV capacity and 600 kWh of battery storage within the last five (5) years with a value of at least 8 million USD or design, construction and commissioning of  at least two(2) contracts of PV-Battery system of min. 150 kWp installed PV capacity and 300 kWh of battery storage within the last five (5) years each with a value of contracts at least 4 million USD successfully and substantially and that are similar to the proposed Plant and Installation Services.  A complete qualification requirement is provided in the bidding document, Section III, Evaluation and Qualification Criteria. For award of multiple lots, bidder shall meet the aggregate qualification and evaluation criteria of the lots the bidder considered for.
