[PANDEMIC RESPONSE EFFECTIVENESS PROJECT (PREP)]

Contract Title: Procurement and Development of Distance Learning Content for Grade KG to Grade 12”

Reference No. (as per Procurement Plan): [PK-MOFEPT-344018-GO-RFB]

1.         The [Ministry of Federal Education & Professional Training, Islamabad] [has received] financing from the World Bank toward the cost of the [Pandemic Response Effectiveness Project (PREP)] and intends to apply part of the proceeds toward payments under the contract for "Procurement of Distance Learning Content for Grade KG to Grade 12”

2.         The Ministry of Federal Education & Professional Training, Islamabad now invites sealed bids from eligible bidders for Procurement of Distance Learning Content for Grade KG to Grade 12.

3.         Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations 2016 (revised 2020) and is open to all eligible bidders as defined in the Procurement Regulations.

4.         Interested eligible Bidders may obtain further information and inquire about the bidding document during office hours [i.e., 0800 to 1300 hours] from the Program Coordination Unit, MoFEPT at the address given below.

5.         The complete bidding documents in English may be downloaded by interested eligible Bidders from the website of the Ministry of Federal Education & Professional Training, Islamabad i.e. www.mofept.gov.pk, free of cost.

6.         Bids must be delivered to the address below on or before 11: 00 a.m. 28th April 2023. Electronic bidding will not be permitted. Late bids will be rejected.

7.         Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 11: 30 a.m. on 28th April 2023.  

8.         All Bids must be accompanied by a “Bid Security Declaration” as per the format provided in the bidding document for each of the lot in favor of Ministry of Federal Education & Professional Training, Islamabad. Non submission of “Bid Securing Declaration” will lead to rejection of bid.

9.         Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
