The [Ministry of Federal Education & Professional Training (MoFEPT)] has received financing from the World Bank towards the cost of Pandemic Effectiveness Response Project (PREP) and it intends to apply part of the proceeds of this loan to make payments under the agreement(s) resulting from this RFB title: “Establishment of Television Channels on Turnkey Basis with Provisioning and Commissioning of Hardware, Software and Installation of All the Required Equipment, Accessories, Electrical, UPS & Other Required Works at Allama Iqbal Open University (AIOU)”.
The Program Coordination Unit (PCU) established at Ministry of Federal Education & Professional Training, serves as the Implementing Agency for the project and hereby, invites sealed bids from eligible Bidders, must be legally registered under the laws of the country, for “Establishment of Television Channels on Turnkey Basis with Provisioning and Commissioning of Hardware, Software and Installation of All the Required Equipment, Accessories, Electrical and Access Control Works at Allama Iqbal Open University (AIOU)”.
Further details including specifications & delivery timelines, are given in the Procurement Document. The deliveries shall be made to the Main Campus, Allama Iqbal Open University situated at Islamabad.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 & August 2018) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations as defined in the Procurement Regulations that meet the qualification and eligibility criteria defined in the bidding document.
Interested eligible Bidders may obtain further information from the Office of Program Coordination Unit, MoFEPT and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.
Bidding will be conducted through the “SINGLE STAGE-SINGLE ENVELOPE (1S1E)” Request for Bid method using international market approach as specified in the World Bank’s Procurement Regulations and is open to all eligible Bidders as defined in the Regulations.
The eligible Bidders may download the Bidding Document in English at no cost from the website: www.mofept.gov.pk. Bidders opting to download the Bidding Documents from the website, shall inform the Ministry of Federal Education & Professional Training, Islamabad, in writing at the address given below failing which the Ministry shall not be responsible if they do not receive clarifications and amendments, if any from the Ministry.
A Pre-bid Meeting shall take place on the date, time and place as follows:

Bids must be delivered to the address below by 04th May 2023 at 14:30 hours (Pakistan Standard Time) which will be publicly opened in the presence of the Bidders’ representatives and anyone who chooses to attend at the address given below on the due date of submission at 15:00 hours (Pakistan Standard Time). Electronic bidding is not permitted. Late Bids will be rejected.
Bids must be accompanied by a “Bid Securing Declaration” in favor of Ministry of Federal Education & Professional Training, Islamabad, as per the prescribed format, provided in the bidding document. Bids submitted without Bid Securing Declaration shall be rejected.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
“Attention is further drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
