Implementation of the International Comparison Program (ICP) in the Commonwealth of Independent States
Assignment title: Procurement Consultant’s Services
Interstate Statistical Committee of the Commonwealth of Independent States (hereinafter - the “CIS-STAT”) has received a Grant financing from the World Bank toward the cost of the project “Support for Implementation of International Comparison Program in the CIS Region” aimed to contribute to the successful implementation of ICP related activities in the CIS region. Within the Project will be conducted regional workshops and supported the participation in international meetings and conferences, provided consulting services for improving the methodology and maintenance the calculations.
The CIS-STAT intends to apply part of the proceeds of this Grant to payments under the contract for Procurement Consultant’s services.
The Consultant will be required to fulfill a number of specific tasks, including:
- Preparation of Requests for Expression of Interest (REI);
- Collection of Expressions of Interest (EOI) and assistance to CIS-STAT in forming the short-list;
- Preparation of Requests for Proposal (RFP) in a format acceptable to the World Bank, sending-out the RFPs to the short-listed consultants;
- Collection and organization of storage proposals in accordance with the World Bank requirements;
- Organization of the procedures for selection of individual consultants;
- Assistance to CIS-STAT in evaluation of proposals/ individual consultants;
- Preparation of evaluation reports based on the results of the evaluation of proposals/ individual consultants;
- Preparation of draft contracts with the consultants in a format acceptable to the World Bank;
- Conducting in contract negotiations with the consultants;
- Organization of preparation of contracts for signing;
- Monitoring of the signed contracts;
- Preparation of Addendums to the signed contracts (if necessary);
- Procurement of training services;
- Procurement of goods for the needs of CIS-STAT out of the Grant funds;
- Assistance to CIS-STAT in the preparation of the procurement documentation for the post review procedure;
- Correspondence with the World Bank in English on all aspects of procurement activities under the Grant. Translation of procurement correspondence into Russian for CIS-STAT (if necessary).

The expected period of the assignment is 7.5 months.
The CIS-STAT now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide CVs indicating that they are qualified to perform the services.
The qualification requirements are as follows:
- University degree in economics and / or management;
- At least 5 years experience of procurement activities under the World Bank funded projects;
- Certificates of advanced training in the procurement field;
- Experience with procurement of consulting services under World Bank projects;
- Experience with procurement of training services under World Bank projects.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” - November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the procedures set out in Section VII, paragraphs 7.34 - 7.37 of the above Procurement Regulations.
