- The Government of Mozambique, represented by the National Fund for Sustainable Development (FNDS), received funds for the implementation of a project to modernize the land administration services and regularize land tenure rights in Mozambique, entitled "MozLand" (Terra Segura), financed by the World Bank Group and intends to apply part of these funds for the hiring of an SOFTWARE DEVELOPMENT MANAGER (SDM).
- The primary objective of the procurement is to: (1) Develop strategies for developing scalable software products and services, (2) Create software architectures and designs that take into account current and future system and product requirements and develop high-level product specifications, taking into account system integration and feasibility; (3) Plan and oversee the design, code, test and debugging of system software elements and supporting software tools; (4) Collaborate with other DNDT departments to determine functional and non-functional requirements for new software or applications; (5) Produce and maintain supporting documentation for all processes, including software development documentation; (6) Continuously monitor and provide regular and incident reports on applications and the IT environment; (7) Proactively participate in the integrated DevOps approach to streamline and automate continuous integration/continuous development and IT operations to increase team efficiency and maximize IT reliability and performance; (8) Define all aspects of development, from appropriate technology, development environment and workflow to coding standards; (9) Diagnose software problems and propose solutions that strike the right balance between technical soundness and speed of implementation; (10) Mentor experienced and inexperienced programmers; (11) Evaluate the work of other team members; (12) Support management in identifying capacity building needs and plan all staff training and change management, as well as train and disseminate information to stakeholders with different knowledge levels; (13) Support the procurement department in managing contracts for all ongoing projects; and (14) Oversee the service level agreements (SLA) of the different service providers and advise management on the activities and services contracted with the different vendors.
- After signing and approval of the contract, the consultant must complete all work by March 29th, 2024.

- The National Fund for Sustainable Development invites eligible Individual Consultants to express their interest in providing the Services. Interested consultants will be required to provide information demonstrating that they have the necessary qualifications and relevant experience to provide the Services. The qualification criteria will be: (i) Bachelor's degree in Computer Science, Software Engineering, Information Systems, Information and Communication Technology or related fields; (ii) Proven experience of at least 10 years after graduation in leading software development teams, (iii) Experience in BPM analysis and re-engineering, including business process mapping (BPMN), using tools such as Activiti, Bizagi, jBPM, Camunda or similar; (iv) Experience with software architecture design tools (Sparx System Enterprise Architect, UNICOM System Architect or similar); (v) Thorough knowledge of:
- Architectural frameworks (TOGAF, 4+1 visualization model or similar)
- UML, OCL and related tools
- Proficiency in HTML5 or other Web technologies and object-oriented programming languages (C++, Java, Python, Go or similar)
- Relational and object-relational DBMSs (PostgreSQL, MySQL, Oracle or MS SQL Server)
- XML/GML/Schematron and related tools (Altova, Oxygen XML or similar)
- GIS systems (QGIS, ArcGIS, GeoMedia or similar) and WebGIS servers (GeoServer, ArcGIS Server or similar)
- System integration/interoperability and related technologies (JBoss ESB, Mule or similar)
- Geospatial ETL and related tools (FME, Talend or similar)
(vi) In-depth knowledge of CI/CD pipelines for distributed applications using Jenkins, Buildbot, GoCD, etc. and experience with subversion, branching systems and code merge control tools such as GitLab, GitHub, Bitbucket, etc.; (vii) In-depth knowledge of cybersecurity and complementary physical security and identification of issues relevant to security policy definition and experience in Business Continuity, Disaster Recovery, Backup and Restore procedures; and (viii) Proficiency in English, both written and spoken.
6. The consultant will be selected in accordance with the World Bank's procedures, defined in the "World Bank Regulations for IPF Borrowers" dated July 2016 and revised successively in November 2017, August 2018 and November 2020, and the hiring method will be "Selection Based on Consultants' Qualifications (Indovidual Consultants)".
