Tamil Nadu Climate Resilient Urban Development Program (TNCRUDP)

The Government of India (GoI) has applied for the financing of US$ 300 million equivalent from the World Bank towards a part of the cost of the Tamil Nadu Climate Resilient Urban Development Program (TNCRUDP), and it intends to apply the proceeds of this credit to make payments for goods, works, related services and consulting services to be procured under this project. The Government of Tamil Nadu (GoTN) will jointly finance the project.
The proposed program development objective is to to strengthen urban management and improve access to climate resilient urban services in participating ULBs in Tamil Nadu. The proposed Program will be financed through the Program for Results (PforR) instrument, complemented by Technical Assistance (TA) component using the Investment Project Financing (IPF) instrument.
The procurement activities in the PforR Program boundary will be procured by following the GoTN's procurement system and procedures. The proposed PforR Program boundary comprised two results areas -
RA 1: Strengthening urban management, institutional framework and climate resilient planning
RA 2: Improving accessibility, climate resilience and financial sustainability of urban WSS Services
The Program’s TA component aims to strengthen the capacity of key state agencies and the ULBs involved in implementing the Program on Program-related technical, fiduciary, social and environmental aspects and to support the achievement of anticipated results.

Technical Assistance Activities (IPF) – TNUIFSL & DMA The tentative Program Procurement profile covers various capacity-building activities and institutional strengthening activities. Such activities will include (i) the Program's Independent Verification Agent (IVA); (ii) providing capacity-building support to ULBs through orientation, training, peer learning events and on-the-job training for urban management; (iii) TA / capacity-building support to ULBs to prepare and implement sub-projects, including environmental and social mitigation actions, Project Management, and technical audits; and (iv) support for urban sectoral studies and planning, such as Climate Action Plans, water and energy audits, and revenue enhancement plans, strengthening public financial management and governance reforms at ULBs, including the scaling up of municipal e-governance and GIS systems (building on systems developed under TNSUDP (P150395)). Procurement of contracts under the project’s TA component will be conducted through the procedures specified in the World Bank's 'Procurement Regulations for Projects Financed by Investment Project Financing - November 2020' (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication of the agreed initial procurement plan on its external website and all subsequent updates once it has provided no objection.
For the TA component, the Specific Procurement Notices (SPN) for contracts subject to open international competitive procurement will be announced as they become available, in UN Development Business online, on the World Bank's external website and www.tnuifsl.com
