Responsibilities

Services to be provided by the consultant include, but are not limited to overall contract management, including the progress monitoring for every site, keeping joint implementation schedules, supervision of works implementation on sites, conducting meetings on sub-projects progress on sites, reviewing and finalizing meeting protocols, drafting the short progress reports to PIU Director on project progress, delays, inconsistencies and solutions proposed, reviewing of PIU Consultant’s reports and providing comments, participation in reviewing the BERs for remaining bidding packages and other project related issues, namely:

  1. ensuring control over the implementation of decisions of the Government of the Republic, orders of the Ministry of Construction and Housing and Communal Services, tasks established by the head of the PIU for the implementation of the project.
  2. ensuring control over the monitoring of the progress of the project by specialists in heat supply and technical supervision on the ground, the activities of the Project Management Consultant.
  3. ensure support of the PIU Director and Chief Engineer in District Heating Engineering for all contracts under the project and support on District Heating Engineering issues during tendering stage (if required).
  4. identify any performance issues of the Contractors/Consultants and propose solutions to the head of the PIU.
  5. oversee the design prepared under the contract and survey work and construction progress.
  6. ensure the project's design and estimate documentation is of high quality and complete
  7. review completed design and estimate documentation and make sure it's been reviewed by specialists and consultants.
  8. perform any other duties assigned by the Director of the PIU and project initiator.
  9. frequent travel to project cities is required for project supervision and monitoring.

Organization skills

Ability to work independently, plan and perform tasks in a timely manner, as well as report on the work done in a timely manner.

ICT skills

Proficiency in computer skills, including Windows, Word, Excel, Outlook, etc and ability to use AutoCAD or similar Engineering software. Good knowledge of MS Project or other planning software for critical path analysis.

Language proficiency level

Must be fluent in Russian and Uzbek (mandatory) and have working proficiency in English.

Professional Requirements

The consultant must meet the following qualification requirements:

 

  1. Education: A bachelor's degree in mechanical, electrical engineering, district heating, or a related field. 
  2. 7-10 years of experience in contract negotiations and preparation of contracts (including contract amendments) for design and construction with foreign contractors, considering local legislation and international business practices. Experience with FIDIC contracts is mandatory.
  3. Experience of managing or implementation of large international contracts (US$30 mln and above). Must have experience in managing design work with the involvement of foreign and local design companies, adapting foreign projects to local norms and standards, and acting as a project manager in a foreign general contractor for technically complex investment projects, including design, equipment supply, and architectural supervision.
  4. Experience in setting tasks, coordinating the project, design work and architectural supervision, evaluating proposals, holding tenders with the participation of foreign contractors, supervising, and monitoring the progress of construction, and working with government agencies to coordinate project issues and design and estimate documentation. Must also have knowledge of IFIs’ procedures for selecting contractors and monitoring project implementation, and experience in coordinating the activities of foreign consultants, including an engineering company in the implementation of turnkey projects. Experience in both public and private institutions is required.
  5. High level of integrity and ability to keep confidential information related to contract and competitive bidding processes.
  6. Experience in working and leading multicultural project teams is a preference.
  7. PMP Project Management (PMI) certification is a preference. Excellent skills in conducting business correspondence with foreign and local counterparties, in the application of local laws and regulations, for the preparation and implementation of investment projects.

Ability to work under pressure and within tight deadlines of the project.

The consultant shall be based in the office of the Client in the Tashkent city unless otherwise agreed with the PIU Director to whom the consultant shall report. Frequent travel to project cities Andijan, Samarkand, Bukhara and Chirchik

Additional information:

Within the first 2-3 months after the start of the assignment assess the technical documentation for the in-building network's solutions for Chirchik, Bukhara, Andijan and Samarkand. The relevant documentation shall be provided by the PIU and the Ministry of Construction and Housing and Communal Services. All available Project documents are reviewed for all cities. The key task is to ensure that the ongoing contracts will result in operational systems from boiler houses to apartments. The draft report will be shared with the Bank.

Support the PIU Director/Chief Engineer in review of results of technical design for Samarkand district heating network rehabilitation developed by Project Implementation Consultant. The design solutions are expected to be developed within 2 months of the assignment's start.

This consulting assignment will be coordinated by the PIU, and all activities within the consulting assignment will be closely monitored by the PIU Director.

The assignment is subject to probation period of 6 months. The duration of the provision of services under the assignment is from May 2023 to December 2024.
