Assignment Title: Consulting Services for Met Ocean and Wind Measurement Studies for Offshore Wind Site Investigation in Türkiye

The Ministry of Energy and Natural Resources (MENR) has received a grant from the European Union toward the cost of the EU Instrument for Pre-Accession (IPA) Energy Sector Program Phase IV Project, and intends to apply part of the proceeds for Consulting Services.
The Consulting Services (“the Services”) include the conduction of meteorological and oceanographic analysis and measurements at specific offshore sites to be selected by MENR.
The studies include:
- analysis, measurement and survey activities informed through the application of meteorological and oceanographic measurement systems,
- acquirement of high-quality and reliable meteorological and oceanographic data,
- preparation of meteorological and oceanographic measurement system application and data analysis reports,
- preparation of geological, geophysical and geotechnical seabed survey reports and assessment of all survey outputs, and other relevant activities. (Geological, geophysical and geotechnical measurements will be carried out under a separate contract while the data obtained from the relevant measurements will be assessed under this assignment.)
Additionally, the contract aims to prepare technical, legislative and economic analysis reports and to carry out capacity building activities. The studies include:
- oceanographic report including wave model analysis,
- wind resource assessment,
- recommendations on offshore wind turbine location/size/type and type of foundations according to wind resource assessment and sea-bed survey studies,
- economic and financial pre-feasibility report (bankability assessment, risk allocation, cash flow/investment return/LCOE/CAPEX/OPEX calculations, ports availability and supply chain issues) and recommendations on financial mechanisms to ensure private sector participation,
- high-level grid connectivity assessment,
- review of the relevant existing legislation to enable offshore wind development,
- auction/tender/competition preliminary design and other relevant studies.
- organization of on-the-job trainings for MENR staff for all analyses and desk studies to ensure transfer of knowhow along with development of site-specific in-house capacity for further revisions.

The MENR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The Consultants should be in the consulting business for not less than the last 5 years prior to deadline for submission of interests;
- The Consultants should have specific experience within the last 3 years prior to deadline for submission of interests in each of:
- Experience in conducting meteorological and oceanographic measurements and assessment of the relevant data
- Experience in preparing geological, geophysical and geotechnical seabed survey reports
- Experience in marine biodiversity
- Experience in development of offshore wind projects
- Experience in preparing economic and financial pre-feasibility reports for offshore wind development at specific sites
- Experience in grid connectivity assessment
- Experience in reviewing existing legislation for offshore wind development and developing guidelines, templates for auction design
- Experience in organizing trainings relating to offshore wind development
- The Consultants should demonstrate availability of and/or access to the key experts for the performance of the services described in the TOR (e.g., by providing a list of key experts they are working with)
- The Consultants should demonstrate sound administrative and financial capacity.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
