- The Government of Mozambique has received financing from the World Bank toward the cost of the Urban Sanitation Project and intends to apply part of the proceeds toward payments under the contract for Construction of Quelimane Wastewater Treatment Plant and Sewerage Network. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Administration of Water and Sanitation Infrastructures, Public Institute (AIAS, IP) now invites sealed Bids from eligible Bidders for construction of:
(i) Wastewater Treatment Plant (WWTP) with an anaerobic baffled reactor with anaerobic filter, a faecal sludge acceptance station, coarse screens, fine screens, a grit and grease chamber, a venturi channel, a sludge thickener, sludge drying beds and a booster pumping station. (ii) 2 pumping stations within the network. (iii) 1 central pumping station feeding the pressure main to the WWTP. (iii) Pressure main with a length of about 4,500 m in HDPE to the WWTP. (iv) 1 booster pumping station serving as outlet pumping station for the WWTP. (v) Construction of 566 manholes. (vi) a 2,007 house connections (thereof 1,407 units are conventional house connections and 600 units are condominial house connections) and correspondent connection chambers and pipes connection of about 21.1 km 110mm uPVC); (vii) A conventional and condominial networks with length of about 25.84 km being the conventional sewerage comprised by 20,01 km and condominial sewerage comprising by, branches of a total length of 5,78 km. The Diameters vary between 150 mm and 600 mm. For diameters less than 400 mm uPVC pipes would be used and for diameters greater than or equal to 400 mm HDPE or Polyethylene pipes are recommended. (viii) Construction of 12.5 km of open concrete drains and rehabilitation of 1.7 km of existing underground pipes and cleaning of 15.4 km of existing concrete drainage channels. (ix) Construction of two (2) Storm water flap gates.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from AIAS. IP and inspect the Bidding document during office hours 07:30 to 15:30 hours at the address given below.
- The Bidding document in English may be requested free of charge by interested eligible Bidders upon the submission of a written application to the address below. The document will be provided to prospective Bidders through a link to download the files. AIAS, IP is not accountable for changes or damage to downloaded files.
- Bids must be delivered to the address below on or before 14:30 h, July 31, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 14:30 h, July 31, 2023.
- All Bids must be accompanied by a Bid Security of USD 250,000.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
