The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”).  The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project is looking for an Individual Consultant to provide professional service that supports the program. Experienced individual Project Coordinator who have relevant experience in the area of Managing large scale and donor projects (knowledge and experience in the World Bank financed projects is a must) are invited to express their interest for the assignment.

The Project Coordinator will manage the PMO staff efforts with respect to contracting, financial management and reporting, contract supervision and other relevant aspects of the project operation. The Project Coordinator shall also ensure project activities are conducted in accordance with the GoE and World Bank requirements.

Specific responsibilities for the Project Coordinator will include, but are not limited to, the following core activities:

Overall Project Coordination

  • Ensure timely implementation and completion of all project deliverables for the NIDP/PMO.
  • Ensure that the requirements, criteria, policies, procedures and organizational arrangements and the Financing Agreement are followed and applied.
  • Coordinate all project activities related to the implementation of procurement processes, financial management, social and environmental safeguards procedures and overall monitoring of the project’s progress.
  • Liaise with MINT PIU and the NIDP/PMO team working on the roll out of Fayda ID to exchange project information to facilitate the oversight function and to coordinate the process of review and approval of the Annual Project Implementation Plan (PIP) and requests for budgetary allocations.
  • Coordinate and ensure that the Project Implementation Plan (PIP) is closely monitored and properly updated on a monthly/ quarterly basis, and disseminated with all the key stakeholders.
  • Coordinate and ensure that the Project Operational Manual (POM) is properly reviewed and updated if required at least once a year.
  • Ensure project objectives and targets are on track, and that the World Bank policies and procedures are observed and followed during the Digital ID project implementation.
  • Liaise with the World Bank Task Team leaders and World Bank staff and facilitate Requests for No Objection and all documents that require prior Bank approval.
  • Coordinate and support the planning of World Bank supervision missions and act as the main local counterpart.
  • Institute proper budget control systems by reviewing and monitoring the relationship between the project’s activities budget, disbursements and expenditures on a monthly basis.
  • Coordinate and lead the preparation and approval of the Terms of Reference for specific components/activities
  • Ensure the formal review of all the deliverables prepared and presented by the outsourced services (consultants) and give the final approval.
  • Ensure timely completion of tasks by consultants and service providers hired using WB financing.
  • Review and ensure Contracts Conditions compliance and approve requests for eligible payments following the contract conditions.
  • Oversee the development and approval of the PIU operating and organizational arrangements.
  • Coordinate activities with the Financial Specialist, the Procurement Specialist, the M&E Specialist, the Safeguard Specialist and the Technical Officers to ensure successful project implementation and achievement of target performance indicators.
  • Perform the formal PIU Human Resources management processes (staff interview, formal performance assessment to recommend contract renewal or finalization, issue memorandums, other).

 

Monitoring, Evaluation, Reporting and Communication

  • Oversee the implementation of the monitoring and evaluation function to make and support evidence-based decisions.
  • Oversee the proper management of the PIU filing system, following the POM procedures.
  • Coordinate and manage project implementation activities, including procurement, disbursement, preparation of consolidated work programs, budgets, quarterly and annual progress reports in accordance with the Project Appraisal Document (PAD) and the Project Operational Manual (POM).
  • Establish / strengthen PMO communications and relationship with public entities, local government authorities, project beneficiaries and others.
  • Ensure the preparation of the Results Based M&E reports and proper dissemination among stakeholders.

 

Building / strengthening strategic partnership

  • Establish / strengthen external relations with national, regional and international institutions relevant to the project for adding value and improving the achievement of Project Development Objectives, ensuring these relations are aligned to the MoF and MInT policies and sectorial strategies.
  • Coordinate relations with relevant ministries and agencies within the Government in order to establish clear communication and coordination channels that will contribute to the Project’s implementation.
  • Coordinate relationship with other development partners working in the area of digital development and improving services delivery in key sectors.

 

Building knowledge and capacity

  • Identification of training needs of PMO staff and approval of a capacity building plan. 
  • Project Annual / Quarterly Work Plans, Budgets, Up-to-date Procurement plans, and Progress / Final implementation status and financial reports
  • Monthly, quarterly, semi-annual and annual progress reports on all project-related activities;
  • Periodic Interim Financial Reports; and status reports/updates on procurement, implementation, monitoring and evaluation for activities.
  • Documentation of all correspondences during implementation of project-related activities;
  • Project Mid-term status report (by project Mid-term Review date) and Project Completion Report (by project closing date)
  • Other deliverables as agreed with the technical leads over the course of various consulting engagements.

 

Ministry of Innovation and Technology on behalf of Ethiopian National ID Program now invites potential Project Coordinators to indicate their interest to provide the Services. Interested Candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance and availability of budget. The shortlisting criteria include the following;

  • A Bachelor’s degree in economics, business administration or relevant field. (Postgraduate degree in a related field would be an added advantage);
  • Minimum 7 years of professional experience in project management, and in a managerial capacity;
  • Proven project management skills, including planning, coordinating, monitoring and reporting;
  • Experience in the delivery and project management of broader digital development initiatives and digital ID-related projects will be an advantage.
  • Excellent understanding of Financial Management (budgets, financial processes and financial reporting and compliance with donor requirements);
  • Knowledge of procurement methods and/or familiarity with the World Bank fiduciary arrangements;
  • Proven ability to work with partners including donors, bilateral organizations and governments
  • Experience in projects financed by external donors such as the World Bank, African Development Bank and also have a working knowledge of policies and procedures of the World Bank;
  • Demonstrated ability to systematically package and document processes, achievements and lessons learned;
  • Strong analytical, technical writing and public presentation skills;
  • Strong stakeholder communication skills;
  • Strong time management and organizational skills;
  • Proven ability to operate effectively and independently with minimum supervision.
  • Fluent in English and Amharic languages.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
