Assignment Title: Procurement of Consulting Services for Technical Assistance on Public Awareness Campaigns for Vaccine-Preventable Diseases and Non-Communicable Diseases, with an emphasis on the 65+ Age Group

Georgia has received financing from the World Bank through the Additional Financing for Georgia Emergency COVID-19 Response Project and intends to apply part of the proceeds for consulting services to be procured under this Project.

The consulting services (“the Services”) include technical assistance for increasing the awareness and knowledge among individuals aged 65 and above about vaccine-preventable diseases, with a particular emphasis on COVID-19 and seasonal flu vaccinations and increasing the awareness of services provided through primary care level, in order to encourage regular visits of the persons aged 65 and above for strengthening preventive measures and achieving better management of Non -Communicable Diseases (NCDs) .

The estimated duration of this assignment is 6 months.

The Ministry of IDP from the Occupied Territories, Labour, Health and Social Affairs of Georgia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 5 years of experience in organizing communications campaigns;
  • Working experience during last 5 years, minimum one communication project of similar volume and complexity implemented in ECA Region is a must, experience on project financed by the international donor organization will be an advantage;
  • Capacity to engage and commit highly qualified/skilled resources for the entire duration of the project;
  • If selected/contracted, the Consultant shall ensure to have an office/working space in Tbilisi, Georgia, for the required local accessibility and support such as organization of meetings, etc.

Only SUCCESSFULLY COMPLETED assignments will be considered during evaluation

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Consultants Quality-based Selection method set out in the Procurement Regulations.
