Assignment Title: Conducting technical supervision and monitoring of construction works in 30 schools

The Kyrgyz Republic has received financing from the World Bank toward the cost of the Enhancing Resilience in Kyrgyzstan Project (Additional financing), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include is to provide Technical supervision and Monitoring of the construction works of 30 (thirty) schools and to assist PIU in: (a) ensuring high quality standards in the execution of construction contracts, including structural interventions, energy efficiency, water, sanitation and hygiene, and major repairs, as well as completion of works within the established timeframe and budget, and (b) overseeing the execution of contracts for the implementation of reconstruction and construction, including structural interventions, energy efficiency, water, sanitation and hygiene, and major repairs performed by contractors. The Consultant will ensure full compliance of the construction works for each school with the technical design and estimate documentation (DED) and regulatory acts indicated in the Section XI of this ToR. The Consultant will also regulate and monitor any necessary or requested changes to the scope of work during the construction and commissioning phase.

The assignment is expected to commence in February 2024. Duration of the assignment is expected for 25 months (including 1 month of Defect liability period).

The Enhancing Resilience in Kyrgyzstan Project (Additional Financing) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Experience in the field of technical supervision of site or author supervision over the construction of buildings / structures for at least five years;
  • Experience in conducting technical / author supervision of works of a similar nature (at least one contract within the last five years);
  • Experience in at least two projects funded by international organizations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment.  However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Procurement Regulations.
