Ethiopia Flood Management Project (E-FMP) Grant No. E124-Et

ASSIGNMENT TITLE Consultancy service for Basin level study for Awash basin to identify and prioritize physical flood risk reduction investments and conceptual design, detailed design, bidding document of selected physical investments.

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the provision of Feasibility Study, Detail Design and Tender Document Preparation of Upper, Middle and Lower Awash River Flood Risk Reduction Investment.

GENERAL OBJECTIVES:-The overall objective of this project is to Feasibility Study, Detail Design and Tender document preparation for Awash River Flood Protection and Control. The principal objective of the intended scope of work is to carry out the feasibility study and detail design of Awash river flood risk reduction and associate infrastructures in order to safeguard the assets and life of the community and business sector that depends on Awash river.

SPECIFIC OBJECTIVES:

  • Review of existing studies, including Upper, Middle & Lower Awash, as well as several dam projects
  • Data audit, analysis and survey for facilitating the hydrological and hydraulic modelling
  • Update of hydrological and hydraulic analysis and setting target flood events and sites
  • Identify multiple options, select recommended option, and conceptual design covering associated infrastructures
  • Carry out Hydraulic modelling and hazard mapping 
  • Study Application of  the principles, methodology and structure of the Strategic Investment Framework for Flood Risk Reduction in Ethiopia
  • Conduct Detailed Design
  • Conduct Training and Capacity building throughout the consultancy

SCOPE OF SERVICES: The scope of the service is limited to the geographic domain of the works that lies on Awash River main course starting from upstream starting point of the river up to the end of the river and near the confluence point of the major tributaries in the specified reach length. The major task of consultant firm is to carry out the Feasibility Study and Detailed Design of the Flood Risk Reduction and Associated Infrastructure with nationally and internationally known and Bank accepted standards.

PERSON MONTH AND DURATION: It has 17 Person–Month implantation periods of 360 Calendar days from the end of January 2024.

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

THE SHORTLISTING CRITERIA ARE:

  1. Firm’s core business and years in Business
  2. General and Similar  Experience of the firms in the  area  of the assignment
  3. Technical and Managerial capability of the firm

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
