ASSIGNMENT TITLE: PROCUREMENT OF NGOS TO SUPPORT IMPLEMENTATION OF THE SAFETY AND PROTECTION OF CHILDREN SUB-COMPONENT 1.2 UNDER THE UGANDA SECONDARY EDUCATION EXPANSION PROJECT (USEEP) – LOT 1

The Government of the Republic of Uganda has received financing from the World Bank towards the cost of the Uganda Secondary Education Expansion Project (USEEP), and intends to apply part of the proceeds for procurement of NGOs to support implementation of the safety and protection of children sub-component 1.2 under the Uganda Secondary Education Expansion Project.
The consulting services (“the Services”) include (i) Conducting a baseline survey on re-entry of child mothers and violence against children, conducting trainings for school Head teachers and teachers (at least 5 teachers from each school) in establishing and maintaining safe school environments, conducting psychosocial and emotional learning programs in the existing schools, disseminating and popularizing the use of the grievance redress mechanisms and violence against children Code of Conduct (CoC) in schools and communities, building capacity of the local communities through media campaigns, equipping students with life skills to be able to manage the challenges of life through participation in School club activities, conducting go back to school campaigns twice a year in each district with an aim to bring back 500 learners to school, supporting grievance redress and case management as well as monitoring and follow up of project implementation by the MoES, PCU and Local government teams.
The implementation period for the assignment is two and a half years (30 months).

The Ministry of Education and Sports now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Existence of an NGO for over 8 years and technical expertise working on child protection issues including; dealing with Violence Against Children in and around Schools, child centred community engagement, social and emotional learning, psycho social support, education advocacy and quality enhancement of education.
- At least 8 years' experience in the design and implementation of GBV and VAC programs. This includes interventions on school-based violence prevention.
- Demonstrated knowledge of GBV Policy framework, VAC drivers and risk factors and experience in designing and implementing behavior change and community transformative initiatives to address GBV, VAC or related issues.
- Demonstrated experience working in the refugee host districts in the lot being applied for is an added advantage.
- Evidence of 2 previous similar assignments in the area of GBV VAC similar in terms of scope and value to the lot being applied for as follows;
- Lot 1; East Central, Elgon, Teso, Lango and Acholi Region (39 Districts and 68 Schools): a minimum of USD 500,000
- Presence of an NGO in the regions/ subregions under the lot being applied for will be an added advantage.
- Possession of technical and administrative capacity to support implementation of each lot. Each lot applied for must have; A Gender Specialist-1, Programme Officers 4, Communication Officer-1, Monitoring and Evaluation-1 and support staff (administrative and finance staff). (Please do not submit CVs and bio data of experts).
- Evidence of registration (certification) of the NGO by the National Bureau for NGOs (NGO Bureau)
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, and should indicate clearly in the EOI whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
