1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Access to Distributed Electricity and Lighting in Ethiopia (ADELE),and intends to apply part of the proceeds toward payments under the Contract[1] for Design Finalization, Supply, Installation, Test and Commissioning of MV Distribution System for ADELE on Grid Ten Towns Distribution Network Strengthening Project in Seven Towns- Lot 1 Bishoftu ,Debrebirhan ,Sululta, and Lot 2- Asela, Dilla, Hosaena, and Jigjiga Towns. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ethiopian Electric Utility now invites sealed Bids from eligible Bidders for Design Finalization, Supply, Installation, Test and Commissioning of MV Distribution System for ADELE on Grid Ten Towns Distribution Network Strengthening Project in Seven Towns.(Lot1- Bishoftu ,Sululta and Debrebirhan and Lot 2 Asela, Dilla, Hosaena, and Jigjiga
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Procurement in Investment Projects Financing” fourth edition November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ethiopian Electric Utility and inspect the bidding document during office hours
- Monday- Thursday 8:00-12:00 to 13:00- 17:00 hours
- Friday: 8:00 -11:30 to 13:30 - 17:00 hours
- Saturday:8:00- 12:00 hours at the address given below
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 4000.00(Four Thousand Birr only) or its equivalent of USD 80 (Eighty USD) or its equivalent in a freely convertible currency starting from August 30 ,2023. The method of payment will be cash payment at PPMO cashier’s check or deposited to the Ethiopian Electric Utility accounts: EEU- PPMGH Account No.:1000330319252 Commercial Bank of Ethiopia (CBE), Arbegnoch branch, for the local currency and EEU-ADELE project Account No. 0101181300065, National Bank of Ethiopia (NBE), Swift code: NBETETAA, Intermediary bank: CITIY BANK/New York Swift code --CITIUS33 for foreign currency. The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service pre-arranged and paid by the bidder.
6. Bids must be delivered to the address below on or before October 16, 2023 Time: 2:00 p.m. Local Time. Late bids will be rejected. Electronic Bidding will not be permitted. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below immediately after the deadline for submission of bids.
7. All Bids must be accompanied by a Bid Security of the following amounts:

8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
10. The bidders shall meet the Minimum average annual turnover of USD 10 Million (Ten Million USD) for last five years, financial cash flow requirement USD 3.5 million (Three Million and Five Hundred Thousand USD) and specific experience in design, construction, and commission of the distribution rehabilitation projects with similar features. Experience in Power Distribution Network Projects in the role of contractor, subcontractor, or management contractor for at least the last Seven [7] years starting 1st January 2016 and with activity in at least 9(nine) months each year during the same period and specific experience in at least Two (2) contracts in design/design review, supply, installation, testing & commissioning of distribution networks within the last Five (5) years each with a value of at least 11 Million USD (Eleven Million USD). If a bidder is successful for both lots, the bidder shall meet the aggregate qualification and evaluation criteria for both lots to be considered for award of both Lots. The aggregation shall be done by adding the values of the requirements. Aggregation of experience requirements will be done by adding the values of the contracts required under each contract.
