GENERAL PROCUREMENT NOTICE

The Government of Saint Lucia, the Government of Grenada, the Government of Guyana, the Organisation of Eastern Caribbean States (OECS) Commission and Caribbean Center for Renewable Energy and Energy Efficiency (CCREE) have applied for financing from the World Bank toward the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project, Project ID: P179519) and intend to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services under the project.
The Project will include the following components:
Component 1. Investment in EE measures and distributed RE systems in the public sector (estimated cost of US$112.35 million). This component will include:
Sub-component 1.1: Saint Lucia investment in EE measures and distributed RE systems (estimated costs of US$ 26.95 million). This subcomponent will support the implementation of subprojects to improve energy efficiency performance and increase use of RE in selected public buildings and facilities in Saint Lucia; and provision of technical and operational assistance for identification, design, construction, and operation phases of the Subprojects.
Sub-component 1.2: Grenada investment in EE measures, distributed RE systems and Variable RE Integration (estimated cost of US$ 51.6 million). This subcomponent will be divided into three parts as follows:

- 1.2.a: Support the implementation of Subprojects to improve energy efficiency performance and increase use of RE in selected public buildings and facilities in Grenada; and provision of technical and operational assistance for identification, design, construction, and operation phases of the Subprojects and investment in grid integration in distributed photovoltaics (estimated costs of US$25.6 million).
- 1.2.b Provide technical support and investment for installation of utility-scale battery energy storage system, and
- 1.2.c Provide technical support and investment for the transmission system upgrade for connecting the battery energy storage system to the national grid. The transmission system upgrade will include: (i) a new transmission substation at MBIA to house the BESS; (ii) upgrading of an existing substation at Grand Anse and two short 33 kV transmission lines (one overhead and one underground) connecting these two substations. Grenada Electricity, Ltd. (GRENLEC) is the implementing agency for two Subcomponents 1.2b and 1.2.c with total estimated costs of USD26 million..
Sub-component 2.3: Guyana’s investment in EE measures and distributed RE systems (estimated cost of US$ 33.8 million). This sub-component will support the implementation of Subprojects to improve energy efficiency performance and increase use of RE in selected public buildings and facilities in Guyana; and provision of technical and operational assistance for identification, design, construction, and operation phases of the Subprojects.
Component 2: Regulatory Framework Development (estimated cost of US$8.50 million). (estimated cost of US$ 3.7 million). This component will have four subcomponents as follows:
Sub-component 2.1: Saint Lucia Regulatory Framework Development. Carrying out national policy and regulatory development activities for scaling up investments in EE and RE and harmonization with relevant regional regulations and rules.
Sub-component 2.2: Grenada Regulatory Framework Development. Carrying out national policy and regulatory development activities for scaling up investments in EE and RE and promoting harmonization with relevant regional regulations and rules.
Sub-component 2.3: Guyana Regulatory Framework Development. Carrying out national policy and regulatory development activities for scaling up investments in EE and RE while promoting harmonization with relevant regional regulations and rules.
Sub-component 2.4: Regional Regulatory Framework Development. Carrying out, by the Caribbean Centre for Renewable Energy and Energy Efficiency, in collaboration with other regional organizations and countries, of the regional policy and regulatory development activities which include, among others: (a) taking leadership in, and providing input to, the update of existing CARICOM Regional Energy Efficiency Building Code; (b) taking leadership in, and providing input to, design of a regional waste management strategy and regulation for waste streams from EE and RE investments; (c) carrying out other relevant regional regulatory development, dissemination and capacity building activities to facilitate EE and RE market expansion; and (d) providing technical support to the pooled procurement process
Component 3: Support for Pooled Procurement, Overall Project Implementation, Capacity-Building and Gender Program (estimated cost of US$15.82 million). Subcomponents 3.1, 3.2, and 3.3 under Component 3 will support project implementation in Saint Lucia, Grenada, and Guyana, respectively, as well as the gender related training program in Guyana. Subcomponent 3.4 will support technical assistance for implementing a pooled procurement for Participating Caribbean Countries; carrying out stakeholder communication programs at regional level; provision of capacity-building support on procurement and dissemination of regional regulations on EE and RE; and support for the harmonization of regional regulations, standards and tools for EE and distributed RE. The OECSC is the implementing agency for this sub-component.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised on September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
