  1. The United Republic of Tanzania has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project. Zanzibar Electricity Corporation (ZECO), the implementing agency, intends to apply part of the proceeds toward payments under the Contracts for 132kV Backbone Transmission System Infrastructure in Unguja Island, Zanzibar.
  2. The Zanzibar Electricity Corporation now invites sealed Bids from eligible Bidders for Procurement of Plant Design, Supply, and Installation (on turnkey basis) of the following:

For Lot – 1: 132kV Transmission Lines

 

Brief Scope:

  1. Turnkey Design, Supply, Installation, Commissioning & Handing Over of Line in Line Out (LILO) arrangement from the existing two (2) nos. 132kV single circuit lines from Fumba to Mtoni near Welezo Switching Station’s Incoming Switchyard by providing a sufficiently tall multi-circuit tower with box cross-arm for incoming and outgoing circuits of respective three phases for maintaining all electrical clearances.
  2. Dismantling of and subsequent Turnkey Design, Supply, Installation, Commissioning & Handing Over of an existing about 10km, 33kV OHTL route length with twin peak OPGW Multi-circuit polygonal monopoles which carry four circuits (two 33kV circuits and two 132kV circuits) between Welezo Switching Station and breaking point in Ubago area. This arrangement shall be made to use the existing RoW corridor of existing two (2) nos. 33kV lines for the construction of required multi-circuit transmission line.
  3. Stringing of two (2) nos. of 33kV circuits of Welezo – Ubago line with the existing nearby 33kV networks of the lower two circuits of the multi circuit line mentioned at S/No. II above. This component is also on turnkey design, supply, installation, commissioning, and handing over basis.
  4. Turnkey Design, Supply, Installation, Commissioning & Handing Over of new 132kV double circuit transmission line with stringing of one circuit from Ubago breaking point to Makunduchi 132/33kV substation with a total length of 50 km (approx.) (using 132kV double circuit lattice towers type D).
  5. Turnkey Design, Supply, Installation, Commissioning & Handing Over of new 132kV double circuit transmission line with stringing of one circuit from Ubago breaking point to Matemwe 132/33kV substation with a total length of 50 km (approx.) (using 132kV double circuit lattice towers type D).
  6. Stringing of second circuit of 132kV double circuit transmission line from Matemwe 132/33kV substation to Makunduchi 132/33kV substation of the same double circuit towers as mentioned at S/No. IV & V above from Makunduchi 132/33kV substation to Matemwe 132/33kV substation with a total length of 100km (approx.). Provision for the arrangement by installing one or more towers at Y junction of Ubago shall be made during detailed survey.

Time Duration:

Twenty-four (24) months.

Minimum Average Annual Turnover:

USD 20 Million (United States Dollar Twenty Million).

(Within last five years starting 1st January 2018).

Minimum Financial Resources Required:

USD 4 Million (United States Dollar Four Million).

(Financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment).

For Lot – 2: 132/33kV Substations

Brief Scope:

  1. Turnkey Design, Supply, Installation, Commissioning &      Handing Over of the proposed 2x60MVA, 132/33kV Makunduchi substation. The scope of the project for the EPC contractor shall comprise of:
  • AIS outdoor type 132kV switchgear.
  • Double busbars, one breaker configuration with a rated current of minimum 2000A, 31.5kA short circuit current for 1s.
  • One (1) 132kV outdoor bus coupler bay consisting of rated current 2000A.
  • Two (2) 132kV outdoor power transformer bays.
  • Two (2) overhead transmission line bays.
  • Steel structures, steel gantries, and miscellaneous.
  • Protection and Control System.
  • Substation metering equipment
  • Communication and SCADA systems.
  • 33kV GIS switchgear.
  • 33kV capacitor banks.
  • Auxiliary systems.
  • Civil work.
  • Grounding system and lightning protection.
  • Construction of the proposed 2x60MVA, 132/33kV Matemwe substation. The scope of the project for the EPC contractor shall be the same as that for Makunduchi Substation.

   2. Construction of the proposed six bays 132kV Welezo     Switching Substation. The scope of the project for the EPC contractor comprises of:

  • AIS outdoor type 132kV switchgear.
  • Double busbars, one breaker configuration with a rated current of minimum 2000A, 31.5kA short circuit current for 1s.
  • One (1) no. 132kV outdoor bus coupler bay consisting of rated current 2000A.
  • Six (6) overhead transmission line bays.
  • Steel structures, steel gantries, and miscellaneous.
  • Protection and Control System.
  • Substation metering equipment
  • Communication and SCADA systems.
  • Auxiliary systems.
  • Civil work.
  • Grounding system and lightning protection.

3. Necessary refurbishment works at the 132kV Mtoni substation and Ras Fumba landing station. The scope of the project for the EPC contractor comprises of:

  • Dismantle the line protection panel of old Mtoni substation and shift the panel to ZECO store.
  • Supply, install, test, and commission new protection panels with new protection relays inside both new and old Mtoni substation.
  • Interface requirements between the new equipment and the existing equipment.
  • Contractor to perform site visit to acquaint with the site requirements before submitting the bid.
  • Construction of the required short 33kV interconnectors to integrate the 132kV/33kV substations at Makundunchi and Matemwe to the existing nearby 33kV network.

Time Duration:

Twenty-four (24) months.

Minimum Average Annual Turnover:

USD 30 Million (United States Dollar Thirty Million).

(Within last five years starting 1st January 2018).

Minimum Financial Resources Required:

USD 6 Million (United States Dollar Six Million).

(Financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment).

Notes:

  1. Bidders shall have the option of submitting their Bids either for individual lot or for both the lots separately.
  2. If a bidder submits bids for both the lots, it shall meet the qualification requirements of each lot separately/independently.

 

3. Bidders may Bid for one or both lots, as further defined in the bidding  documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided that those discounts are included in the Letter of Bid.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

6. 7. Proof of payment should be enclosed in the first page of the bid submission envelope.

8. Bids must be delivered to the address below before 14:00 hours (East Africa Time) on 11th December 2023. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 14:00 hours (EAT) on 11th December 2023

9. All Bids must be accompanied by an unconditional bid security (issued by a bank) in the amount as mentioned below:

Lot – 1: USD 350,000 (United States Dollar Four Hundred Thousand)

Lot – 2: USD 500,000 (United States Dollar Five Hundred Thousand)

Note: Bid security is required for each lot separately.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
