The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”). The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program. Experienced individual consultants who have experience, passionate and innovative ideas for the position of Enrollment Technical Specialist-Expert III are invited to express their interest for the assignment.
The Enrollment Technical Specialist expected to focus on overall enrollment operation of the National ID Program of Ethiopia; from strategizing and planning the enrollment process to overseeing the implementation and providing support to the enrollment operation. For the successful implementation of the enrollment, you will collaborate closely with cross-functional teams, including program management, technology, legal, use-case, administration, communication, monitoring and evaluation, but also government, public, private stakeholders and registrants.
The Enrollment Technical Specialist will have the basic understanding of the core system and a responsibility to develop and implement appropriate enrollment strategies through understanding the needs of the target population, identifying the best channels for enrollment, and developing a plan to reach and enroll as many people as possible, Oversee registration operations which includes managing supervision, personnel, and resources; ensuring that the registration process is running smoothly; and resolving any problems that arise, Provide technical and operational support, providing training to the registration team on how to use the registration system; troubleshooting technical problems; and providing support for the registration kits and devices. Oversee manual adjudication, ensure registration data quality, monitor registration progress, identify risks and challenges and provide solutions etc. Moreover, the Specialist will engage with enrollment partners, the role requires collaborating with vendors (kit and licenses), enrollment partners and other stakeholders for the smooth implementation of the enrollment but also for provision of continuous technical support as needed.
Specific responsibilities for the Enrollment Technical Specialist will include, but are not limited to, the following core activities:
- Provide technical support on registration kit, client, database, enrollment process;
- Oversee the overall enrollment operations of the National ID Program
- Manage the engagement, planning, preparation and implementation of registration with relying parties and other registration partners
- Oversee and implement provisioning of registration kits
- Provide mentoring, training and capacity development/building to enrollment personnel
- Oversee the registration supervision and quality assurance on all critical components of the enrollment process
MinT on behalf of National ID Program now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Bachelor's degree in any computer science, information technology, engineering, management, economics, law, natural or social related fields with 3 years experience (or Master’s degree with 1 year experience).
- Prior experience as an operation team lead, technical personnel or similar role is a plus.
- Knowledge of Biometric data registration, system development, data quality assurance and hardware maintenance is preferred
- Strong leadership and problem-solving skills, with a detail-oriented approach.
- Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
- Familiarity with biometric kits, Java, programming skill, troubleshooting, MOSIP platform, Jira software and other work management tools.
- Basic understanding of software development processes and tools.
- Creative, problem solving skill and passion for digital technology solutions, conflict handling skill, and high tolerance for hectic and demanding work environments.
- Knowledge of the Ethiopian technology landscape and the National ID Program is a plus.
- Capacity to develop processes and performs activities to ensure consistent, high quality service/support levels and identifies potential problems/trends
- Ability to perform advanced troubleshooting independently as well as demonstrates ability to lead with a focus on teamwork and persistence
- Demonstrates high analytical skills through troubleshooting and maintenance of complex technical environments
- Familiarity with Agile Project and Program Management Methodologies and experience with relevant tools such as Atlassian Jira and Confluence
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
