The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”). The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program. Experienced individual consultants who have experience, passionate and innovative ideas for the position of Junior NetDevOps Engineer - Expert I are invited to express their interest for the assignment.
The Junior NetDevOps Engineer will expected to play a pivotal role in driving the success of our digital identity products and services for the National ID Program in Ethiopia. You will collaborate closely with cross-functional teams, including software developers, network engineers, software engineers to maintain a highly available infrastructure for short and long term needs to deliver high-quality and user-centric solutions in a timely and efficient manner.
The Junior NetDevOps Engineer will have the overall responsibility of implementation, maintenance and support across all network and infrastructure needs of the development, deployment and operations of the IDMS platform. The role will help the program’s effort by Technology Ownership while fostering interoperability and integration among different systems of relying parties in collaboration with other engineers in other teams. The role requires following up available infrastructure arrangements as well as maintaining the possibly multiple physical and cloud resources for best performance and availability.
Specific responsibilities for the Junior NetDevOps Engineer will include, but are not limited to, the following core activities:
- Develop and Maintain working Process for the Network and Infrastructure Strategy
- Define and execute short term infrastructure plan based on the yearly plan and goals
- Implement appropriate resource arrangement and utilization tools and procedures for the critically important network and infrastructure resources
- Create and Maintain a stable Network and Infrastructure Provisioning
- Evaluate progress at each stage of development
- Harmonize development stages with proper reasoning against planned objectives
MinT on behalf of National ID Program now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Bachelor's with minimum of 2 years’ experience or a Master’s degree with 1 year experience in Hardware Engineering, Computer Engineering, Electrical Engineering, Networking and Infrastructure engineering and related fields.
- Strong Understanding of system and infrastructure, administration, provisioning and security best practices
- Understanding of design and implementation of automation tools across infrastructure configuration and administration
- Hands on knowledge on Network configuration scripting with Perl, Python, Bash and Ansible
- Understanding of infrastructure provisioning and best practices.
- Understanding of CI/CD principles and practices
- Knowledge of agile development methodologies, such as Scrum or Kanban.
- Familiar with Agile project management tools including Jira.
- Experience working in the Ethiopian technology landscape and knowledge of the National ID Program is highly desirable.
- Passion for improving digital identity solutions and making a positive impact on citizens' lives.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
