Assignment Title: Consulting service for Speed Management Plan development and adoption
Reference No. (as per Procurement Plan): STRA-C5
Through its Ministry of Finance, Mongolia has received a loan from the International Bank for Reconstruction and Development toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include development of Speed Management Plan for Ulaanbaatar, with the objective of implementing an effective strategy and relevant speed management measures to reduce road traffic accidents, enhance road safety, optimize traffic flow, and promote sustainable urban mobility. The Consultant will be expected to (1) organize initial consultations; (2) conduct an assessment and analysis; (3) develop a Speed Management Plan and support in the process of approving and adopting the plan and (4) organize capacity building activities.
The anticipated date for commencement of the service is in the first quarter of 2024 and the tentative duration of the assignment is about 10 months.

The Municipality of Ulaanbaatar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The ranking evaluation criteria for interested firms are:
- At least 15 years of general experience working on road safety projects;
- Specific international experience in developing speed management plans and strategies in at least 2 countries during the last 10 years. Demonstrate at least 3 (three) successfully completed similar assignments, each amounting to not less than US$ 150,000 contract value (provide evidence document);
- Technical and managerial organization of the firm (provide only the structure of the organization, general qualification, and key staff and their general qualifications).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
