Background

The Federal Democratic Republic of Ethiopia has received for financing from the World Bank toward the cost of the Ethiopian Digital Foundations Project (EDFP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing the services of a Senior Network Advisor for EARDIP at Ministry of Innovation and Technology (MInT).

Specific responsibilities for Senior Network Advisor will include but are not limited to the following core activities.

  • Supporting the cross border and backbone network connectivity.
  • Supporting the expansion of backbone and last mile connectivity.
  • Supporting the development of Cyber security framework, Identification of National critical Infrastructure Protection (CIIP), Conduct National cyber security risk assessment and Cyber security Capacity maturity (CMM) assessment. 
  • Supporting regional data hosting and certification of national IXP.
  • Supporting the development and expansion of national and regional research and education network (NREN).
  • Plan and manage the region's interconnection Project.
  • Work with regional economic communities and countries in the Horn of Africa to leverage the emerging digital economy for economic integration and trade facilitation.
  •  Work on regional digital cooperation, harmonizing data and regulatory frameworks, and developing ICT-related capacities to support the implementation of the African Continental Free Trade Area   (AfCFTA).
  •  Stakeholder engagement, project coordination, and policy dialogue on ICT and related infrastructure development operations.
  • Project Management -   Overseeing the planning, execution, and monitoring of the project, ensuring that it aligns with the overall goals and objectives of the Horn of Africa Digital Integration Project.

 

 

Required Qualifications 

The qualification and experience required for applicant who would like to apply for the service should possess the following minimum criteria:

  • Advanced degree in Telecommunication Engineering, Computer Science or a related field with 10 years’ experience.
  • Knowledge in Digital and Data Infrastructure –Leading and managing Data center Projects, IP Transit and Backhaul network (Submarine cables and cable land station).
  • Proven   record of accomplishment of successfully leading complex network infrastructure projects.
  • Strong understanding of network architecture and design principles.
  • Strong   Knowledge of information security principles, concepts, technologies, laws, and regulation.
  • Experience on developing cyber security strategies, framework, incident response and disaster recovery and   Critical infrastructure Protection (CIP).
  • Strong analytical and problem-solving skills.
  • Ability to work independently.
  • Excellent communication and interpersonal skills.
  • Experience working with diverse stakeholders, including government agencies, private sector companies, and international organizations.

EARDIP now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for one-year contract, with possible extension upon satisfactory performance of the assignment. The short-listing criteria are as indicated in the Terms of Reference below.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants (IC) method set out in the Procurement Regulations, Time Based Contract.
