Assignment: Consulting Services for Strengthening Emergency Preparedness and Response

The Royal Government of Cambodia (RGC) and the International Development Association (IDA) are in the process of finalizing the financial assistance from IDA towards the cost of the Cambodia South East Asia Disaster Risk Management Project (“Resilience of Rural Infrastructure Project”) for rehabilitation and upgrade of Rural Roads. RGC intends to apply part of the proceeds of this financing to payments under the contract for: Consulting Services on Strengthening Emergency Preparedness and Response (EP&R), assess and strengthen EP&R capabilities of MRD staff Members, systems, protocols, resources as well as strengthen institutional and technical capacities for Cambodia Southeast Asia Disaster Risk Management Project 2 (CDRM 2).

The Ministry of Rural Development now invites eligible consulting firms to express their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (experience in the country/region, experience in similar types of assignments, experience with Multilateral Institution Financed Projects, specific experience, management structure, key company personnel, and so forth). Consulting firms may associate with each other to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The shortlisting criteria are:
- At least ten (10) years of experience in Infrastructure Development (Particularly Rural Development), Disaster Risk Management, and Emergency Preparedness and Response fields
- The overall assessment of the Consultant’s staffing arrangements and capacity (available permanent staff and pool), portfolio of ongoing projects with evidence of satisfactory performance by clients
- Completion of successful involvement in two (2) projects that include similar implementation support in emergency preparedness
- Experience in Cambodia or Southeast Asia is an asset
- Experience managing similar services under multilateral funded projects.
Key Experts will not be evaluated at this shortlisting stage.
A consulting Firm will be selected following the procedures of QCBS method set out in the last updated World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 (Fourth Edition).
