NATIONAL OPEN COMPETITIVE PROCUREMENT

 

Project: RIGHTS (Inclusion, Accessibility and Opportunities for Persons with    Disabilities in Tamil Nadu.

Contract title: Hiring an agency for developing animation videos to provide conceptual information.

1.The Government of India has received financing from the World Bank toward the cost of the RIGHTS (Inclusion, Accessibility and Opportunities for Persons with Disabilities in Tamil Nadu and intends to apply part of the proceeds toward payments under the contract for which this Request for Bids is issued.

2.     The Directorate for Welfare of the Differently Abled now invites online Bids from eligible Bidders for developing animation videos to provide conceptual information (animator, concept artist, game artist, graphic designer, illustrator, vfx artist) detailed in the Table. The bidders may submit bids for any or all of the Non-Consulting Services indicated therein. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.

3.     Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

4.  The bidding document is available online at the Url: https://tntenders.gov.in/nicgep/app for free of cost. Bidders will be required to register on the website, which is free of cost. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) Class 3, from one of the authorized Certifying Authorities authorized by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: tntenders.gov.in

6. Bids must be submitted online on tntenders.gov.in on or before the deadline for submission of bids, and the ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.

7. All bids must be accompanied by a bid security as specified in the bid document. Procedure for submission of bid security is described in Para 8.

8. Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
