CAREER OPPORTUNITIES AT “PUNJAB FAMILY PLANNING PROGRAM

Primary & Secondary Healthcare Department, Government of the Punjab, invites applications from qualified and experienced individuals for the following posts on a “Contract Basis” as an individual consultant for a World Bank funded Project titled “PUNJAB FAMILY PLANNING PROGRAM (PFPP)” Government of the Punjab. The qualification and experience required for the posts is mentioned against each post:

M.B.B.S with postgraduate degree in Public Health/ Medical Administration/ Health Management/ Public Administration or equivalent from a university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

 

  • At least, ten (10) years of documentary verifiable experience, after acquiring stipulated qualifications, at mid and senior level positions including 5 years of relevant project management and/or implementation experience.
  • Knowledge of Public Sector rules and regulations would be an added advantage.
  • Experience of successfully managing the implementation of WB funded projects would be given preference.
  • Candidate from regular Government Service fulfilling the above-mentioned criteria can also apply.

Additional Program Director

(01. Additional Director – P&SHD, 01. Additional Director PWD)

MBBS/ MD with post-graduation in health discipline (Public Health/ Health Economics/ health care management) from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

  • At least seven years of documentary verifiable relevant experience working in health projects with minimum three years of experience after acquiring post-graduation in areas described in the scope of work. The specific experience shall be in developing and implementing population and family planning/ reproductive health operations.
  • Experience of producing/technically supporting guidelines/ training materials in health sector will be required.
  • Experience of working in development projects, preferably foreign assisted projects will be preferred.

Financial Management Specialist

(01 Post)

 

Nationally/ internationally recognized Professional accounting qualification /certification (ACA /ACMA /ACCA /CPA); or master’s degree in finance and accounting e.g. MBA (Finance), MS Finance; M. Com;

  • 8 years’ relevant experience in financial management, audit, or accounts, after acquiring stipulated qualifications.
  • Prior experience of working in donor funded and public sector projects in a similar role will be accorded due weightage.
  • Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel, and Power Point).

Procurement Specialist

Max. PPS 10

(01 Post)

At least, master’s degree in procurement / MBA logistic & supply chain or (sixteen (16) years of education) in Economics/Engineering/Business Administration or other relevant discipline from accredited University.

Management/ Project Management additional qualification shall be accorded more weightage.

Candidate having procurement related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, Certified Professional in Supply Management (CPSM) from ISM, USA, or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or equivalent certification shall be preferred.

  • At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in procurement of Goods, Works, & Consulting services. 
  • Hands on experience in conducting technical evaluation of bids, contract award and management for government and donor funded projects.
  • Knowledge and implementation experience of MDBs or various international/ national/subnational public procurement rules shall be accorded due weightage.

  • These vacancies are post specific and non-transferable.
  • No TA/DA will be admissible to the candidates for test/interview.
  • Candidates already working in Government/Semi Government/Autonomous Bodies should apply through proper channel.
  • The upper age limit to apply is 60 years on the last date of submission of application.
  • Submission of fake documents or concealment of any fact will lead to dis-qualification of the candidate.
  • Only the degree issued by the university/institute recognized by the HEC or reputed foreign university with HEC equivalence, will be considered.
  • Only short-listed candidates will be called for interview. The date & time of interview will be communicated through email/call/SMS by the department.
  • Complete Original documents along with a set of attested photocopies will be produced at the time of interview.
  • The Department reserves the right to reject any or all applications or cancel the whole recruitment process at any stage without assigning any reasons.
  • Final Terms & Conditions of appointment shall be settled on the actual date of appointment.
  • Decision of Department in all matters concerning recruitment, including eligibility/ short listing/ selection criteria shall be the final.

Corrigendum

The Advertisement for recruitment was published in “Express & The Nation” dated 19-03-2024 vide IPL No. 2260 for hiring of Individual Consultants for Project Management Unit, Punjab Family Planning Program.

Last date to apply has been extended from 30th March 2024 to 15th April 2024. Detailed ToRs  may be downloaded from P&SHD website(www.pshealth.punjab.gov.pk)
